The International Rescue Committee (IRC) is a non-partisan, non-profit, non-religious humanitarian organization that provides assistance to refugees around the world. IRC implements programs to promote durable solutions among internally displaced persons, refugees and host populations through public health, sanitation, shelter, rehabilitation and education projects. The IRC has been working with refugees since 1933 and is present in 40 countries in Europe, Africa, Asia, as well as in the United States, as part of a resettlement support program. The IRC is an organization committed to freedom, human dignity and autonomy. This commitment is reflected in quality resettlement assistance, comprehensive emergency assistance.

IRC began operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with an intervention in the Ourure Cassoni refugee camp. Assistance to Sudanese refugees has now extended to the management of eleven camps in the east and one camp in the west with assistance to refugees and local communities in health, nutrition and water, hygiene. and sanitation.

In 2012, to respond to drought and food insecurity, IRC extended its geographic coverage in the Guéra region. IRC is currently working in five health districts: Mongo, Mangalmé, Melfi, Bitkine and Baro and provides on the one hand the prevention and treatment of malnutrition services and on the other hand reproductive health services to the local population.

In May 2016, IRC opened an office in the Lake region to respond to the Boko Haram crisis The IRC implements assistance projects in the areas of health, nutrition as well as the protection and response to Based Violence on Gender.

IRC Chad is committed in its 2015-2020 strategic action plan to continue providing essential humanitarian services in health, nutrition and protection / GBV, while improving economic well-being and strengthening the resilience of beneficiaries, especially women and girls. IRC Chad will continue to work with and closely support state actors / line ministries in key areas so that IRC actions are integrated into national policies to ensure better ownership of actions undertaken.

Work Framework 

Main responsibilities

The project manager is based in Mongo and will report directly to the Guera Field Coordinator. The project manager is responsible for the implementation of all IRC environmental health activities within the framework of the project entitled "Contribute to the reduction of water-borne diseases and the reduction of chronic and acute malnutrition in the districts of Mongo and Bitkine from Guéra province ”with funding from EuropAid.  

Specific responsibilities

Project management and coordination

  • Ensure the proper functioning of the consortium  with the NGO MUSTAGBAL in the implementation of the project
  • Ensure the coherence of the overall strategy of the project and ensure the smooth technical, administrative and financial progress of the activities for which IRC is responsible;
  • Prepare with the IRC project team and in collaboration with the field coordinator, the Senior Health Manager and the Environmental Health Coordinator (EHCo); the work plan, activity schedules, purchasing plan, expenditure plans, indicator monitoring matrix, project implementation plan and regular progress reports;
  • Support the field coordinator, the Senior Health Manager and the Environmental Health Coordinator in the assessment of progress or shortcomings in the execution of the various IRC activities in relation to the programs and schedules established, and define the necessary measures and recommendations judged useful in order to achieve, within the time limits set, the achievement of all the objectives pursued;
  • Ensure proper compliance with IRC procedures;
  • Participate in the timely recruitment of specialists sought or planned for the project in collaboration with human resources;
  • Organize monthly project review meetings in collaboration with the operations and finance department;
  • Proactively manage project resources (human and financial), deliverables, risks and uncertainties, and design contingency / mitigation measures / plans
  • Support local and decentralized actors in the appropriation of planning and monitoring-control methods relating to project activities.

Team leadership and management:

  • Guarantee excellent communication and effective collaboration with the support teams and the technical department;
  • Periodically organize coordination meetings in order to find timely solutions to shortcomings.
  • Monitor and evaluate the performance of the members of the project team under his direct supervision in collaboration with the field coordinator, the Senior Health  Manager and the Environmental Health Coordinator;
  • Identify the training needs of the team and partners based on assessments and in situ observation;
  • Contribute to the capacity building of the WASH project teams;
  • Ensure compliance by the project team with the IRC Code of Conduct (IRC WAY);
  • Manage team difficulties and possible conflicts by seeking the support of the HR Department, as well as the field coordinator, the Senior Health Manager and the Environmental Health Coordinator;
  • Maintain open and professional relationships with team members, promote a strong team spirit and provide supervision and guidance to enable staff to successfully accomplish their tasks.

Budget management

  • Ensure budget control and approval of expenditures within defined limits and responsibilities, and in accordance with budgets approved by the donor;
  • Monitor budget execution through the regular organization of BVA review meetings;
  • Organize follow-up meetings for purchase requests, purchase orders, etc. and relay the shortcomings to the support team
  • Work closely with the Finance department to ensure greater consistency between financial and narrative reports, and ensure a regular cash flow based on the regularity and quality of reports submitted.

Reporting, Monitoring-evaluation, capitalization and communication

  • Ensure the proper functioning of the MEAL system of the project in collaboration with the M&E Assistant Manager and the MEAL Coordinator;
  • Ensure regular monitoring of the progress of indicators through the indicator monitoring matrix;
  • Participate in periodic activities and results assessment actions, monitor risks and produce the corresponding analysis documents and reports;
  • Ensure compliance with reporting deadlines and ensure good quality of reports;
  • Capitalize on the experiences carried out by the project and ensure their dissemination;
  • Support the implementation of the complaint mechanism aimed at the transparency and ethics of the project, particularly with our clients;
  • Provide expertise in knowledge management and strengthen the institutionalization of the program approach in collaboration with partner technical services.

Qualifications

  • Bachelor's degree and / or master's degree in engineering in organizational management, environmental health, project management, social sciences, development economics, law or other equivalent diplomas;
  • Professional experience of at least 3 years in project cycle management and capacity building in the field of health, nutrition, water, hygiene and sanitation
  • Solid experience in leading work teams (multicultural and multidisciplinary team), meetings, partnership and / or contractual relations;
  • Experience in budget management and activity reporting;
  • Advocacy experiences with local authorities and decision-makers;
  • Networking and working experiences with other agencies, state services and NGOs
  • Ability to work and lead a team effectively;
  • Ability to communicate clearly and directly in French and local Arabic
  • Fluency in English is an asset;
  • Proficiency in computer tools and in particular in standard software such as Word, Excel, Power Point;
  • Able to work under pressure and meet deadlines;
