COOPI is an Italian, independent and secular non-governmental organization, founded in Milan in 1965. For more than 50 years, COOPI has been committed to the fight against poverty with long-term support and a constant presence on the ground alongside the populations. affected by war, socio-economic crises and natural disasters. COOPI's activities aim to encourage development and respond to emergencies. In Africa, Latin America and the Middle East COOPI promotes access to water, as well as the right to health and education for the poorest communities.

Since 1974 COOPI has been working in CAR for harmonious and comprehensive development, in favor of both individuals and local communities. Regarding the sectors of intervention, the commitment to local realities has encouraged COOPI to establish plans and implement development projects in the social, economic, health, environmental and training fields . Conflict situations led to the decision to take charge of emergency and rehabilitation projects , which have today become another specific sector of intervention in the country.

Thanks to the consolidated and constant presence, as well as to relations with institutions, non-governmental organizations and local communities, COOPI is recognized as one of the reference points for international cooperation in the CAR.

Job objective 

The incumbent:

  • will be based on a COOPI base in the center-east of the country (Bria, Bambari, Alindao, Zemio, Obo, Kagabandoro) with possible trips to the intervention region and to Bangui;
  • may use COOPI logistics equipment according to the provisions of logistics and security coordination;
  • will be required to follow the rules of the Country Regulations for expatriate staff and the security / contingency protocol indicated; 
  • field trips should be made regularly to monitor project activities with the coordination of the Project Manager.

Functional manager :  Country Administrator and Headquarters Administrator

Main objective 

Ensure all administrative / financial management activities while respecting the operational planning defined in coordination with the Country Administrator and the Project Managers in strict compliance with COOPI and donor procedures.

Responsibilities 

Admin / finance management and supervision

  • Supervise the correct management of the accounts of the projects to which you are assigned, in accordance with the procedures of the NGO COOPI and donors;
  • Supervise the correct management of the cash flow of the projects to which you are assigned (Fund and Bank), and in particular monthly reconciliation (physical and with the DESy) in collaboration with the Project Managers;
  • Regular updating of the financial data of projects in accordance with the financial data of the Country Administration;
  • Verification with the Project Managers and presentation to the Country Administrator of the monthly expenditure forecast aimed at the monthly request for funds;
  • Guarantee the financing of the projects through the financing sheets, while respecting the planned expenditure prepared;
  • Regularly update accounting and IT tools for project accounting, in order to allow expenditure monitoring and control;
  • Check and control the correct application of tax law ;
  • Prepare communications / correspondence with donors, budget modifications and amendments, in collaboration with the Project Managers and under the supervision of the Country Administrator;
  • Write interim and final financial reports for projects in collaboration with the Project Managers and under the supervision of the Country Administrator;
  • Prepare the necessary documentation for project audits in collaboration with the Project Managers and under the supervision of the Country Administrator.

Logistics management

  • Check accounting supporting documents , compliance of contracts with suppliers;
  • Check and control compliance with COOPI purchasing procedures ;
  • Collaborate in updating asset inventories (Coopi property and project) with logistics.

HR management

  • Participate in the  selection of  national accounting and administrative staff and evaluation of the staff themselves.
  • Supervise and  train the  national administrative staff assigned to the projects in collaboration with the Project Managers;
  • Supervise the administrative management of national project staff in accordance with the country's Labor Code / Labor Inspectorate and the Coopi HR manual (contract, payment of taxes).

Other

  • Guarantee the passage of administrative, accounting and financial instructions between the respective project managers (outgoing and incoming) and / or between accountants;
  • Collaborate in updating the IT tools of the Administrative Coordination;
  • Be ready to carry out missions on the different bases / sub-bases as needed by coordinating with the Project Manager, the Country Administrator and the Logistics Coordination and Program Office;
  • Guarantee the electronic archiving of administrative and accounting documents for the project in collaboration with the Project Manager, especially at the end of the project.
Candidate Profile

Specific training / skills

  • Training in Economics / Accounting / Manager;
  • Experience in the administrative management of projects, in particular UN agencies (at least 5 years including 3 years in the humanitarian / international sector);
  • Demonstrate very good writing, organizational and initiative skills;
  • Love meticulous work;
  • Fluency in French ;
  • Respect for COOPI values ​​/ mission.

Transversal skills

  • Excellent ability to maintain formal relationships with members of community, state and religious authorities at different levels;
  • Excellent sense of confidentiality;
  • Autonomy in the management of priorities, the candidate must be able to take decisions in an emergency and establish a relationship of trust with the interlocutors;
  • Ability to motivate and support national teams;
  • Excellent stress management, ability to adapt to an unstable security environment.

Assets

  • Work experiences in French-speaking African countries in general and in the Central African Republic in particular;
  • Previous experience with COOPI and knowledge of its procedures.
