Asia Pacific Forum on Women, Law and Development (APWLD)is the leading network of feminist organisations and individual activists in Asia Pacific. It has a membership of 252 members representing groups of diverse women from 27 countries in Asia Pacific. Over the past 34 years, APWLD has actively worked towards advancing women’s human rights and feminist development justice. It is an independent, non-governmental, non-profit organisation and holds consultative status with the United Nations Economic and Social Council.

APWLD is currently inviting ‘WOMEN’ in all their diversities, including those belonging to minority and marginalised groups from Asia and the Pacific countries (specifically from the following sub-regions of East, Southeast, South and Central Asia and the Pacific) with relevant experience and skills to apply for  Climate Justice, Programme Officer.

Amidst worsening climate crisis, the programme focuses on ​building the capacity of women most affected by climate change and ​collecting evidence on the impacts faced by communities. This is done through the Feminist Participatory Action Research (FPAR) with grassroots women’s organisations and their communities, and mobilise to advance sustainability, ecological justice and women’s human rights. The role of the programme officer is to ensure high levels of programme development is in close coordination with programme members and partners; lead, facilitate and support network and movement building work; and maintain quality reporting and accountability that is mindful of the participation of programme members, partners and how the programme meaningfully contributes to the overarching goals of APWLD.

Selection Criteria

  • Demonstrated commitment to the promotion of women’s human rights and climate justice in Asia and the Pacific;
  • Minimum of five (5) years experience in development work and women’s human rights at the national, regional or international level;
  • In-depth understanding of the political, economic and socio-cultural environments in the region; and experience in policy analysis;
  • Knowledge on climate, environment, international human rights and development issues in Asia and the Pacific;
  • Experience in working with a movement or membership based organisation such as feminist movements, indigenous peoples, farmers, migrants, workers, fisherfolk, dalits, LBTQI+, or other movements is an asset;
  • High level project management such as programme planning, implementation, budgeting, monitoring and evaluation;
  • Experience in organising and facilitating training/capacity building activities;
  • Experience and knowledge of (feminist) participatory action research with grassroots organisations and their communities is an asset;
  • A degree in law; social and political sciences; human rights, economics, development, environment or women’s studies;
  • Demonstrated ability to work with a diverse, membership driven network;
  • Excellent command of English language, both oral and written and demonstrated ability to write for movements as well as programme reports and project proposals. Proficiency in another language other than English is an asset;
  • Good interpersonal skills, with ability to network in a multi-cultural environment and to develop strong professional relationships with members and other stakeholders;
  • Proficient ICT skills – familiarity in using online shared platforms such as Google Suite, meeting tools like ZOOM, GoToMeeting or Google Meet is preferred;
  • Must be able to travel overseas when required

Key Tasks and Responsibilities

Programme Management: Ensures high level programme management coordination to effectively plan, implement, monitor and evaluate programme activities according to the programme’s annual work plan and APWLD’s overall strategic plan. Ensuring all of these in close consultation with programme members and partners is an essential practice of programme management for a membership driven network like APWLD. Key tasks and responsibilities include:

  • Conducts strategic planning, implementation, monitoring and evaluation of Climate Justice programme activities;
  • Develops publications & resource materials related to the programme;
  • Assists in the preparation of project proposals and budgetary requirements for donor agencies;
  • Works with programme members and partners at different levels of the programme management;
  • Supervise programme associate, interns, and/or volunteers

Reporting and Accountability: Ensures accountability to APWLD’s members and donors by complying with the quarterly and annual programme reports and respective financial reporting requirements. Key tasks and responsibilities include:

  • Writes and submits annual and programme reports for members and donor agencies;
  • Monitors and reviews programme’s budget spending and performance of the programme with the Finance Officer;
  • Assists the Finance Officer with the preparation of financial reports related to her programme

Advocacy: Plans and implements advocacy plans of the programme as guided by APWLDs overall objectives. Key tasks and responsibilities include:

  • Facilitates the development of common advocacy positions and collaborative activities to advance climate and environmental justice;
  • Supports members to make strategic interventions in regional and international advocacy arenas on women’s human rights, particularly in the context of climate and environmental justice;
  • Supports alternative spaces that amplify grassroots women’s realities and voices for climate justice and accountability through regional and international advocacy spaces

Network Coordination: Guided by APWLD’s overarching organisational objectives and the programme’s strategic direction, the Programme Officer provides leadership and coordiation support to key networks, alliances and coalitions as part of its overall commitment to feminist movement building. Key tasks and responsibilities include:

  • Provides coordination functions to external networks that APWLD may support and lead;
  • Maintains regular and secure communication amongst network members (including email, online conferencing and communication tools, telephone calls, quarterly bulletins, etc)

Remuneration and Compensation

Salary range commences at USD 1,500 per month. Other benefits include health allowance and insurance; contributions to social security and to the employee provident fund; and 13th month salary. This is a full-time position with a two-year (renewable) contract; and a probationary period of four months applies. Staff will be based and work from her home country.
