Solidarités International is a non-profit organization working in areas of conflict and natural disasters. Its main aim is to provide quick and effective support for people in life-threatening situations by meeting their vital needs: water, food and shelter.
SI has been working in Syria since 2012 and currently has strong coverage for WASH, FSL and NFI programs across North West (NWS) and North East Syria (NES). The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations. Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.
The SI Syria mission counts about 340 national staff, more than 60 expatriates, and has a 25 million USD budget forecasted for 2020.
About the Job
SI is looking for a WASH Program Manager, based in Amuda (NES) and managing our activities in Northeast Syria, for the region of Hassaké. Placed under the supervision of the Field Coordinator and the functional support of the WASH Coordinator, the WASH Program Manager leads SI’s emergency WASH response, with a particular focus on IDPs.
- General objectives
- Carry out the emergency WASH Program comprised of water supply (water trucking essentially), hygiene promotion sessions, construction of emergency latrines and showers, as well as waste management.
- Additional activities under the job incumbent’s responsibilities could include WASH in school and WASH in health facilities
- Specific stakes and challenges
- Complex environment with volatile security situation and with limited operational visibility
- Complex context of intervention, partially remote (but still within NES) due to the Covid 19 situation
- Rising tension due to the shutdown of the main water source of the region
- Priorities for the 2/3 first months
- Start the implementation of a new 1 year OFDA project based on emergency wash activities and develop further its implementation in new areas of intervention
- Carry on the implementation of current OFDA and ECHO programs ending in January and March 2021
- Deal with the day to day emergency activities while managing to support the development of a long term solution to the water crisis with the NGO WaSH partners
Your Profile
Specific required skills
- Formal training and qualifications in WaSH
- Successful previous experience in emergency response programs
- Skilled management and ability to train, develop and support staffs
- Ability to operate safely and effectively in a security sensitive environment
- Capacity in conducting assessments and writing-up findings
Previous experience:
- A minimum of 3 years of field experience in emergency WaSH programs
- Previous experience in managing local team is necessary
- Appetence and experience for hygiene promotion
- Previous experience in complex and instable areas would probably greatly facilitate the success of the mission
- Previous experience in the Middle East is appreciated
Skills:
- Good communication skills in both written and verbal English
- Excellent computer skills (Excel, Word, Google Earth)
- Reactive, Flexible and resourceful
- Solution-oriented management
SI will offer
A salaried position:
- From 1980 euros gross per month (including 10% annual leave allowance paid monthly) according to experience, and a monthly per diem of 700 USD a month in Syria. Please note that salary is not negotiable with SI.
Vacation:
- During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI).
- To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)
Social and medical cover:
- Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living Conditions
Accommodation will be in SI guesthouses which are spacious and very comfortable.
Security inside NES is overall volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
Over the last period due to COVID restrictions and challenges (some quarantine in particular), expats have been spending more time in Erbil. However as activities go back to normal and cross-border system is streamlined, it is expected to spend “only” one month there upon arrival (to do the residency process + quarantine).
On this base, guesthouses are comfortable and there are restaurants and bars – even Carrefour in Erbil!
