Somalia, Ethiopia, and Nigeria: Socioeconomic Impacts of Internal Displacement

The Internal Displacement Monitoring Centre (IDMC) is the world’s authoritative source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we offer a rigorous, transparent and independent service to the international community, and inform policy and operational decisions to improve the lives of people living in, or at risk of, internal displacement.

With a team of 31 people in Geneva and an annual budget of over 5 million USD, we monitor more than 130 countries in the world for which we provide verified, consolidated and multi-sourced estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters and development projects. We complement this global data with interdisciplinary research into the drivers, patterns and impacts of internal displacement. Using this evidence, we provide tailor-made advice and support to inform global, regional and national policy-making. Our data and evidence are published on our website and via our Global Internal Displacement Database (http://www.internal-displacement.org/database/displacement-data). Our flagship report, the Global Report on Internal Displacement (https://www.internal-displacement.org/global-report/grid2020/), published every year in May, is the world reference on IDP statistics, featuring trends and thematic analyses, country and regional spotlights.

Background

In 2017, IDMC launched a dedicated research programme to assess the economic impacts of internal displacement through its effects on the health, education, livelihoods, housing, security, social life and the environment of IDPs and their hosts. As part of this programme, we developed an original data collection tool to estimate some of the key economic impacts of internal displacement quantitatively and in a consistent manner across countries.

Consultancy objective and specific tasks

This consultancy is for the collection of quantitative and qualitative data on the socioeconomic impacts of internal displacement in Somalia, Nigeria and Ethiopia. The exact locations are to be determined jointly with the consulting firm, IDMC and its partners in each country. Under the supervision of the researcher in charge of this research programme in the Policy and Research department of IDMC, the consulting firm will:

  • Script IDMC’s survey tool to be used in a Computer-Assisted Personal Interviewing platform;
  • Recruit, train and manage a team of enumerators to survey IDPs and their hosts in Somalia, Ethiopia and Nigeria;
  • Identify and interview at least 150 IDPs and 150 hosts in each country to collect primary quantitative data on key socioeconomic impacts of internal displacement;
  • Conduct at least 10 key informant interviews in each country to collect qualitative data on the socioeconomic impacts of internal displacement, based on IDMC’s key informant interview guide;
  • Compile, check and clean the survey data and deliver the full data set in a format readable on Microsoft Excel, with open-ended questions translated into high quality English;
  • Deliver a final report including the detailed methodology, a review of the challenges and lessons learnt during the implementation of the case studies, a high quality English translation of all key informant interviews and a synthesis of the main quantitative results from the survey.

The consulting firm is expected to give weekly updates on the project’s implementation, progress, challenges and lessons learnt to the researcher in charge of the research programme. IDMC will communicate any information on internal displacement in Somalia, Ethiopia and Nigeria available in its database and will be available to discuss the methodology and adapt it when necessary throughout the project.

Qualifications

  • Perfect command of the English language, both written and oral;
  • Demonstrated research, analysis and writing skills;
  • Proven track record in managing surveys and key informant interviews in Somalia, Ethiopia and Nigeria;
  • Demonstrated experience conducting similar research in Somalia, Ethiopia and Nigeria.

  • Cover letter / Expression of Interest
  • Technical proposal including proposal for survey sampling with estimated representativity, proposed locations and workplan with tentative schedule for the Somalia, Ethiopia and Nigeria case studies. The proposal should highlight past experiences conducting similar research and detail the firm’s capacity in mentioned countries, including locations within each country where the firm could operate.
  • Financial proposal including all the above deliverables and an indicative timeline for delivery, in CHF only, inclusive VAT and all charges*
  • List of references that can be contacted to verify the quality of services.

*This daily rate and currency will be fixed for the duration of the contract. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed in the application.
