Action Against Hunger (ACF) has been operating in the Central African Republic (CAR) since 2006. Drawing on its experience in the country, the actions carried out have responded to the changing context of the country by applying both emergency approaches (notably with the rapid response to population movements), early recovery and development according to areas and needs. The projects, for the most part multisectoral, are equally well developed for urban and rural populations as well as for displaced persons in ACF's 4 areas of expertise, namely: Nutrition-Health; Mental Health and Care Practice; Water, Sanitation and Hygiene as well as Food Security and Livelihoods. The RCA mission is now made up of 4 operational bases (Bangui, Bouar, Bossangoa, Alindao), and a team of around 340 national staff and 40 expatriates.
The interventions of the Emergency WASH team, in line with the objectives of the Cluster, provide emergency assistance and are based on an emergency response mechanism.
Your Position and Your Responsibilities
You are responsible for coordinating and ensuring the technical quality of borehole construction and rehabilitation works throughout the program intervention area.
Your main missions are:
- Coordinate emergency base WASH activities
- Ensure security management in the intervention area
- Feed the reflection on the strategy, identify the needs and contribute to the formulation of projects and the positioning of the Emergency department
- Monitor and control the technical quality of actions (reporting, monitoring, evaluation)
- Ensure the administrative and accounting management of expenses incurred at the local level
Your Profile
- Holder of training in Water, Sanitation and Hygiene (Bioforce, engineering degree, etc.), you have at least two years of experience in a similar position.
- You master emergency WASH project management, planning tools (timetable, budget monitoring and indicators) and the management of budget activities.
- You are able to identify logistics and human resources needs, organize recruitments according to program objectives and supervise field logistics.
- You know how to show diplomacy and can peacefully manage inter-team conflicts and manage tensions.
- You are autonomous and know how to manage priorities. With excellent interpersonal skills, you demonstrate rigor, adaptability and responsiveness. Your skills in team facilitation are demonstrated.
- Fluency in written and spoken French essential.
- Mastery of the pack Office.
- You are able to live and work in a volatile isolated environment with strong security pressures
Your Employment Conditions
- Gross monthly starting salary from 2010 to 2335 € depending on experience.
- Per diem and living expenses: € 413 + € 256 (cf eurocost) net, paid on site.
- + 300 € Context allowance
- + 16% of the gross monthly salary for retirement insurance reimbursement for non-French people.
- + Child allowance
Transport and accommodation:
- Support for trips to and from the workplace.
- Single room in collective accommodation supported
- Medical coverage: 100% coverage of medical costs + repatriation insurance.
Leave and RnR:
- 25 days of paid vacation per year.
- + 20 RTT per year.
- + 215 € paid for the recovery period (every 10 weeks)
- Support for transport tickets to the reference recovery area.
Training:
- Unlimited and free access to the Crossknowledge © certified e-learning platform.
- Regional technical training or headquarters on average once a year + Intermission business workshop once a year.
- Possibility of Coaching (for Country Directors) and mentoring.
Participation in external training costs according to the relevance of the file.
