Action Against Hunger has been operating in Iraq since 2013, following the sudden massive influx of refugees fleeing the Syrian crisis. The multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Mental Health & Care Practices, Food Security & Livelihoods amongst the Iraqi Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2019, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximately 9 million euros. The main donors of the mission are OFDA, EU through MADAD, GIZ, AFD, WFP, SDC and ACF.

Responsibilities

Under the direct supervision of the field coordinator and the functional management of the Mental Health and Care Practices Head of Department, you will be responsible for the implementation, improvement, and monitoring of the MHPSS program. You will be responsible to supervise of the supervision throughout Mosul district, with direct line management of staff in duty posting of Mosul city and direct line remote management of staff in Hammam Al Alil and Qayarra, respecting ACF strategy, ACF and international standards, and national policies.

More precisely, you will have to :

  • Oversee MHCPGP interventions in Mosul, Hammam al Alil, and Qayarra
  • Ensure program consistency and good collaboration amongst the FSL and psychosocial teams for comprehensive care of the program beneficiaries for an integrated approach
  • Ensure ongoing training of staff and provide capacity building for the provision of MHPSS services
  • Identify the appropriateness of new opportunities for PSS and Care Practices community-based activities in the current locations and within new locations of Ninewa governorate
  • Ensure the quality of psychosocial activities and the monitoring of beneficiaries
  • Study and promote the use of community networks, volunteer groups, and student groups to raise awareness of MHPSS practices 
  • Report regularly on activities: weekly sitrep, monthly report (APR), psychosocial assessment

Requested Profile

  • You hold a Master’s in Clinical psychology or psychology and have at least two years’ experience in the humanitarian sector as a manager.
  • Experience in emergency or post-emergency settings would clearly be an asset.
  • Your ability to set, manage priorities & take decisions is recognized.
  • You have proven leadership skills with large teams, and autonomy required.
  • You demonstrate excellent diplomacy, communication, and organizational skills for coordination and referral purposes.
  • Flexibility is required to travel throughout Mosul district, including but not limited to Mosul city, Hammam Al Alil camps and Qayarra town —and willingness to travel to other parts of Ninewa governorate for assessments and project development needs.
  • Ability to exemplify self-care and personal resilience while adapting to changing environments and coping with a restricted lifestyle due to security procedures.

Specific Conditions / Salary

  • Contract 12 months fixed term contract under French legislation – starting date the 1st of November 2020

Remuneration and benefits :

  • Monthly gross salary 2010€ to 2335€ upon experience
  • Monthly gross country allowance : 450€
  • Monthly per diem and living allowance :  454 € (cf eurocost) net, field paid.
  • + 16% of monthly gross. For non-French citizen for retrocession of retirement and unemployment insurance. 
  • + Child allowance, limited to 4 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage:

  • 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
  • + 20 RnR per year.  
  • + 215 € at each RnR period (averagely every 3 months)
  • Coverage of the transportation expenses to the RnR area of reference.

 Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).  
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.
