We are seeking a talented individual for the post of Regional Emergency Gender Based Violence Advisor (REGA) level P4/P5 to be based in Cairo, Egypt to join our global team of REGA experts. For further information please see the following link; https://gbvaor.net/about-us

The REGA will be hosted by United Nations Population Fund (UNFPA) Arab States Regional Office (ASRO) where they will engage in interagency regional capacity building activities, provide technical support to country GBV coordination mechanisms, and contribute to global level processes linked to the Gender Based Violence Area of Responsibility (GBV AoR).  The REGA will deploy up to 50% to country offices (COs) within the region including other official travel. On the occasion that a REGA will deploy to a system-wide scale up in emergency, the length of deployment will be a maximum of six weeks.

The REGA will provide inter-agency capacity building in support of the humanitarian contexts in the region, both disaster and conflict generated. The REGA will support UNFPA corporate and regional leadership in relation to the GBV AoR and the implementation of the GBV AoR Strategy.

This role includes line management responsibility.

Duties and responsibilities
  • To strengthen GBV sub-cluster capacity to deliver life-saving coordinated multi-sectoral response with a survivor-centred approach
  • To support advocacy with regional decision makers and in particular within regional protection fora, and relevant government networks, including on best practices to reduce risks of GBV, increase access to services available for survivors
  • To promote the integration of GBV prevention and response in humanitarian planning processes by all regional technical sectors
  • To support country level coordination mechanisms to enhance the GBV AOR localisation agenda, through  engaging local NGOs and women led organisations  and increasing their participation and decision making in the coordination structure
  • To facilitate and support capacity building activities, that targets specifically GBV coordinators and GBV sub-cluster/working group member organisations, to ensure adherence to global guidance and ethical standards and country take up of the GBV AoR Coordination Handbook, the GBV AoR Global Minimum Standards, and ensuring country coordinators are aware of other global GBV AoR resources, such as the Helpdesk and Community of Practice
  • To advise country level GBV sub-cluster and actively engage in emergency preparedness including disaster risk reduction discussions ensuring inclusion of GBV prevention and response actions as life-saving activities 
  • To review progress on GBV visibility, positioning, and quality of data, for all country level HNO and HRPs, in collaboration with global GBV AoR Team
  • To effectively represent the GBV AoR with regional cluster lead agencies, regional donors, and key decision makers and inter-state networks, to ensure awareness and prioritisation of GBV prevention and response as a life-saving issue
  • To share GBV AoR guidance in real-time, including on adaptations and learning initiatives to support inter-agency GBV stakeholders adapt to Covid-19 response needs
  • To line manage other team members
  • To perform other related duties as required.
Qualifications and experience
  • A higher level University degree in Social Sciences or related disciplines
  • A minimum of 7 years of relevant experience preferably from leading or being part of GBV coordination at country level, in at least two-three contexts
  • Demonstrable knowledge and the ability to engage effectively with the humanitarian architecture and frameworks and demonstrates coordination leadership
  • Demonstrable knowledge of the GBV Guiding Principles, the application of a gender "lens" to humanitarian programming, the survivor-centred approach, and human rights based approach and gender-equality
  • Proven skills and experience in capacity building and facilitation and a broad understanding of capacity building modalities and adult learning
  • Experience in effectively managing and leading inter-agency processes and inclusive consultations
  • A clear understanding of how power and violence impacts the lives of women and girls
  • Experience in advising on multi-sectoral prevention and response programs within the humanitarian architecture
  • Experience in locating and sharing key GBV resources and contributing to policy documents and leading on strategic planning
  • Experience in facilitating a collaborative culture to promote coordination
  • Proven advocacy experience within GBV programming and risk mitigation focusing on a survivor and human rights based approach
  • An understanding of the basics of ethical safe assessments, data collection and information-sharing
  • Experience in analysing contexts, trends and vulnerabilities related to GBV
  • Demonstrable knowledge of prevention of sexual exploitation and abuse responsibilities within the humanitarian response and understands the reporting mechanisms
  • Line management experience.
