General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in North West Aleppo both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The WASH Engineer will be:

  • Based across GOAL’s office’s in Azaz, northwest Aleppo, Syria, reporting to the WASH Project Manager in Azaz. He/she will be part of technical team who is responsible to develop technical studies, conducting needs assessments and ensure work plan is in place within programme’s area of operation.
  • Responsible for developing WASH assessments, technical studies, schemes, BOQs, and all related projects technical documents under the supervision of the WASH PM (Project Manager). He/she will also be responsible of ensuring that the implementation of WASH activities in the field are in place and are being monitored and followed up based on the work plan and project requirement.
  • The key role for setting technical specification for all activities related to WASH projects under the supervision of the WASH Manager. Also, he/she will be responsible for developing contracts’ terms to assure best quality services and materials will be provided.

Duties, objectives and competencies

  • Technically assist the WASH PM to collect information and needs assessment of WASH needs in camps and the area of operation.
  • Assist WASH PM to prioritize required water network rehabilitation and expansion projects, water network construction in camps and communities, sanitation projects and waste management projects to be conducted.
  • Develop technical studies, schemes, and BOQs for water network projects, sanitation projects and waste management projects starting from needs assessment and project objectives.
  • Develop technical terms of all contracts, documents, and all formal agreements of civil and construction activities.
  • Assist WASH PM preparing WASH purchase orders.
  • Prepare weekly reports and share it with Project Manager.
  • Support the WASH PM in Donor reporting (monthly, quarterly, and final).
  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered to.
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • Ensure adherence to the financial guidelines as per the GOAL Financial Manual.
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
  • Other related tasks at the request of the WASH PM.

Requirements

Essential

  • Degree level qualification in Civil engineering.
  • Minimum 3 years’ experience in related field.
  • Experience in WASH projects implementation in camps and communities.
  • Experience in preparing bill of quantities, technical term of reference, standard of process, and other related documents.
  • Excellent time management skills and the ability to prioritise work when under pressure.
  • Commitment to beneficiary accountability and humanitarian principles.
  • High level of computer skills especially Excel.

Desired

  • Knowledge of GOAL’s target areas in Azaz, north-northwest Aleppo, Syria.
  • Proven ability to build the capacity of staff, partners, and local organisations.
  • High level of engineering designing programs (AutoCAD, Water CAD, GIS, etc.)
  • English language skill is an advantage.
