This is a local recruitment. Only Myanmar nationals, individuals with residence status or the appropriate employment visa for Myanmar are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Myanmar.
Major responsibilities
Under the direct supervision of the Chief Technical Adviser (CTA), The Restoration Initiative (TRI) Myanmar Project, the M&E and Knowledge Management Specialist will work closely with other technical and support staff nationally and regionally and the Forest Department (FD), and other institutional partners, to implement TRI Project and activities. FD will execute the TRI Myanmarproject with IUCN assistance.
Specific Duties
Assistance to TRI Myanmar project implementation
General
- Support CTAs in coordinating all aspects of project implementation with IUCN Country office, FD and TNC.
- Coordinate project activities with stakeholders within and outside the relevant government agency and with communities at the Township and local level.
- Support the CTA to engage effectively with the Project Steering Committee and Technical Advisory Group.
M&E
- Develop and maintain the project’s monitoring and evaluation plan based on the project document log frames and indicators, standardize data collection tools which will be used to monitor the execution of the project, compliance with procedures.
- Use result based monitoring (RBM) to track progress toward set project targets from the baseline.
- Monitor all project activities from the workplan, expenditures and progress towards achieving the project outcomes and outputs.
- Carry out regular monitoring visits to the project sites in Katha District and Shwe Bo District, Sagaing Region to follow-up on the implementation of the activities within the framework of the project implementation manual.
- Provide feedback to the CTA on project strategies and activities.
- Recommend further improvement of the logical frame work.
- Refine and lead the execution of the Project’s M&E plan.
- Develop monitoring and impact indicator (quantitative and qualitative data) for the project success.
- Draw upon available tools and best practices for monitoring of FLR interventions, e.g., the Guidelines on Measuring Progress for Forest and Landscape Restoration developed by WRI and FAO.
- At the request of IUCN NRG, participate in M&E visits.
- Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
- Ensure gender issues are mainstreamed in projects activities and reported on.
- Train governement and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
- Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
- Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements that support the production of six-monthly and annual written reports on project delivery, covering issues such as project activities, outputs and outcome delivery, and performance of staff/consultants
- Facilitate and work closely for the undertaking of Mid-term review of the Project.
- Responsible for designing, implementing and monitoring the IUCN Environmental and Social Management System (ESMS).
Knowledge management
- Lead the project knowledge management.
- Consolidate a culture of lessons learning involving government and project staff and stakeholders.
- Oversee the planning, coordination and implementation of knowledge management policies, procedures and systems (including compliance with national laws), and ensure these are efficient and effective.
- Develop a knowledge management strategy.
- Coordinate all communication and advocacy related activities of the project within the overall project logical framework, including assistance to integration of project results and recommendations into the government programs and policies.
- Prepare and manage knowledge management budgets.
- Prepare knowledge management reports including on use of knowledge products, web site statistics, and effectiveness of media campaigns.
- Manage and implement capacity building in knowledge management.
- Liaise with the Global TRI Project to share knowledge and, as far as practicable, provide guidance to assist the TRI Myanmar project to harmonize approaches and timing with other GEF TRI child projects.
- Maintain linkages with other pilot areas and projects to identify opportunities for technical cooperation and knowledge sharing.
- Carry out background research and information collection on subjects relevant to TRI project and support preparation of knowledge information that can be presented during the TRI Global meetings and events.
- Write short articles in Myanmar and English on important project results.
Administrative support
- Assist with organizing meetings and workshops and travel arrangement.
- Assist the Administration and Finance Officer with the preparation of budgets and financial reports.
- File and organize all project documents.
- Provide necessary information to ARO as and when required;
- Process Travel Authorizations (TAs)
Other Duties
- Carry out any other duties you may be called upon to perform from time to time by your supervisor.
Requirements
- Bachelor degree in relevant field with at least five years of experience in M&E and knowledge management;
- Extensive experience from a development organization in designing, implementing and overseeing M&E related tasks;
- Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;
- Demonstrate good oral and written communication skills;
- Knowledge of sampling and questionnaire design;
- Good knowledge and experience in writing reports;
- Willingness to build strong relationships with Forest Department and local communities, focuses on impact and result;
- Good interpersonal, communications, and facilitation skills;
- Hands on experience of managing database software;
- Good knowledge in Myanmar development strategies and development plans;
- Strong statistical skills including knowledge of Microsoft applications;
- Working knowledge of the English language;
- Programmatic experience in Natural Resource Management field.
