ECODIT is currently implementing the USAID Cambodia Green Future Activity (the Project). The Project started in October 2019 and will continue through September 2024.  The goal of the Project is to empower Cambodian citizens and civil society with the knowledge and skills to use evidence-based communication systems to influence positive actions to support biodiversity conservation, forest protection, and broad sustainable natural resource management (NRM). The Project will employ best practices in NRM, community engagement, and social and behavior change communications (SBCC) to increase awareness and catalyze action via strategic campaigns in social media, radio, television, community events, and other methods for biodiversity conservation and forest protection.

Duties and Responsibilities

Under the supervision of the Finance, Operations, and Grants Manager (FOGM), the Project Accountant/Administrative Assistant will work in close collaboration with Home Office (HO) Project Accountant, other project staff and partners as required. The Project Accountant/Admin Assistant is primarily responsible for project logistics and managing finance vouchers, petty cash accounts, reimbursements, invoice payment, advance disbursements and tracking, monitoring expenditures, bank reconciliations, fixed assets and other financial reporting (for both internal and external use). He/she assures the integrity of all financial transactions in the field and is primarily responsible for compliance with ECODIT accounting procedures and USAID rules and regulations on project expenditures, ensuring costs are allowable, allocable and reasonable.  He/she shall receive, review and maintain all finance-related documentation and ensure files are complete.

This position will be required to perform the following responsibilities, including but not limited to:

Accounting tasks:

  • Review day-to-day expenditures; for payment requests or advance clearance transactions, ensure the supporting documents meet the standards of internal and external finance.
  • Act as the secondary contact of the Project with the tax department.
  • Prepare accounting vouchers and payments.
  • Organize accounting and supporting documents in a well-defined structure and filing system.
  • Responsible for office petty cash, following established procedures.
  • Timely preparation of financial reports for internal and external use as required by the FOGM or COP, including expense reports, outstanding advance reports, inventory, cash balance, tax reports, and other financial reports when and as required.
  • Be in frequently liaison with HO’s Finance Department.
  • Provide orientation to stakeholders about the payment procedures, and other general financial regulations, program financial forms, etc. when needed.

Administrative tasks:

  • Responsible for recurring office procurements such as stationary and office supplies.
  • Support in the selection processes for vendors.
  • Responsible for logistical arrangements for staff, including travel plans and ensure staff keep proper documentation associated with travel, as well as supporting logistical arrangements for project events.
  • Responsible for tracking office invoices and follow up on the payment schedule of all office vendors (office lease, office utilities, phone and internet, IT service, car rentals, taxis, etc.)
  • Support FOGM in Human Resources tasks
  • Support FOGM to track office inventory and fixed assets, register the fixed assets in the tracking system, and coordinate with the FOGM to conduct annual physical inventory checks.

Minimum Requirements:

  • Bachelor’s degree in Accounting/ Finance.
  • 2 - 4 years working experience in Accounting, Administration and Finance.
  • Good knowledge in local tax laws
  • Experiences with USAID-funded project is preferable.
  • Strong project accounting background.
  • Proficiency in Excel and Microsoft Office products
  • Good at English (Speaking, Listening, Writing & Reading)
  • Strong analytical and problem solving skills.
