Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Livelihoods Coordinator - Economic Recovery who will have a country focus and who will provide technical guidance on livelihoods and economic recovery assistance to the Turkey country operation while overseeing country activities. The Economic Recovery Coordinator will guide DRC’s strategic positioning, technical quality management and capacity building, and oversight of the implementation of economic recovery programmes. S/he will ensure the programme is delivered to a standard of high quality in line with DRC’s, donors and international standards. S/he will ensure good coordination with other actors in the sector and proactively build linkages between DRC’s programmatic sector teams. Building impactful public and private partnerships at the country level plays a key part of the role.
About the job
This role has a country focus and ensures compliance with DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities. Coordinator is expected to frequently travel to field locations to support implementing teams, on average 40% of their time. DRC operates in 4 different locations across Turkey.
Your main duties and responsibilities will be:
Programme Design and Partnerships
- Lead on the technical design of concept notes and proposals on livelihoods and to a smaller extent basic needs assistance using cash and voucher modalities in collaboration with the Grants Coordinator and Head of Programmes.
- Support identification and development of strategic partnerships with local and national civil society, private sector entities, and government on livelihoods;
- Collaborate with partners to leverage respective strengths and develop shared value programming
Technical support
- Provide technical guidance and support to programme staff on livelihoods activities and to a lesser extent, basic needs;
- Spearhead the revision, maintenance, and rollout of the Turkey Economic Recovery Strategy as well as contribute to country-level strategy, taking into account DRC and inter-agency standards and best practices. Ensure all team members and program initiatives align with the strategy.
- Lead revision or development of, and ensure the effective implementation of, DRC’s approaches and SOPs, including to a smaller extent basic assistance;
- Identify research and evidence gaps needed to inform programme design and quality;
- Ensure risk assessments and mitigation measures related to livelihoods and basic assistance programming are completed;
- Provide technical oversight of programme activities, including spot checks;
- Support start-up of new livelihoods programmes;
- Support recruitment of livelihoods staff as required.
- Support with SOPs for cash as modality across sectors
Program Quality and Reporting
- Provide technical inputs and quality assurance of interim and final project reports on coordination with Grants team;
- Ensure strong information management and use of databases for information management and reporting;
- Support accountability to affected populations and roll out of accountability improvement plan in area of livelihoods and basic assistance
- Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis;
- Oversee and ensure analysis of results and guide staff to use these results to enhance program effectiveness and quality
Management
- Technical management of economic recovery programme managers and team leaders
- Line manage and capacity building for market technical unit team, ensuring information flows between national and field based level
- Enable an effective team through result oriented management systems, providing leadership, on-the-job capacity building and designing staff development strategies
- Closely coordinate with the HoP, Area Managers, and Protection Coordinator and ensure regular information flows regarding program implementation and quality control;
- Encourage a positive, innovative and mutually supportive team spirit amongst the livelihood team.
Capacity Building
- Conduct regular capacity assessments of staff in areas of livelihoods and basic assistance;
- Provide training and mentoring;
- Support capacity assessments of partners;
- Technical capacity support to livelihoods staff from partners.
External representation and coordination
- Represent DRC at national working groups and core groups on livelihoods, and other fora as required;
- Support in strengthening the liaison with key stakeholders in the livelihood sector;
- Support in harmonisation of approaches in livelihoods programming across field sites, in line with Regional and Global DRC strategy and SOPs;
- Provide briefings for donors and stakeholders as needed.
M&E
- Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis;
- Oversee and ensure analysis of results and guide staff to use these results to enhance program effectiveness and quality
To be successful in this role
- Master's degree in political science, international development, economics or other relevant field
- Experience working with employability promotion programmes, labour market studies, entrepreneurship and business development is fundamental
- Minimum 6 years of experience in the international humanitarian and/or development organizations, including significant experience working in contexts of displacement
- Proven experience leading large-scale programme development and proposal writing.
- Minimum 5 years of proven excellent skills in livelihoods technical management and capacity building of organization staff and partners
- Strong experience in working with local and international partners, local/government authorities, and donor guidelines.
- Experience with capacity building of local civil society a strong plus factor.
- Experience working with large teams in a dynamic environment.
- Experience in Turkey and/or the Middle-East is advantageous.
- Understanding of humanitarian protection activities and prior experience collaborating with protection teams or on integrated programs a plus.
- Effective verbal and written communication in English is required
- Excellent interpersonal and problem-solving skills, creativity and flexibility
- Strong level of computer literacy (Microsoft Word, Excel and Power point);
- Excellent written, verbal, and spoken English required. Arabic and/or Turkish desired.
Desirable
- Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
- Flexibility in working overtime when needed.
