ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill WASH and Infrastructure Technical Coordinator position in Hargeisa.

Position Profile

The position is a technical responsible for water, sanitation and health activities in the Water, Sanitation and Hygiene Programme and has specific duty of providing technical expertise support to the ACTED activities within the WASH programme.

Duties and Responsibilities

The responsibility and duties are outlined below:

  • Ensure effective representation of ACTED WASH and Infrastructure programming in accordance with program requirements and in line with Donor regulations, WHO and International standards.
  • Coordinate and work closely with Program Team throughout programme planning. Design implementation and monitoring and evaluation
  • Oversee selection and repair of selected water sources;
  • Conduct capacity building for community groups and staff in the area of water resource management, hygiene and sanitation;
  • Be responsible for providing Technical guidance on all WASH components of programmes in the mission, giving support to the Program team and the implementing partners during planning, designing and implementation of WASH activities.
  • Provide technical leadership and support program staff in the design of a medium to long-term interventions, which address current emergency needs but which takes a longer-term view in enhancing mitigation to future crises and accountable management of resources.
  • Together with program team, implement WASH activities in line with programme proposals and donor requirements and ensure timely production of and submission of programme reports and budget revisions.
  • Continuously review WASH strategy and programme approaches to appropriately address and accommodate emerging field context.
  • Participate in conducting joint assessments and planning responses together with other team and follow up on the recommendation.
  • Ensure that there is creative and holistic approach to WASH programming, assist the team in finding ways to integrate/link and combine hygiene and health promotion, water and sanitation facilities design, construction and maintenance, with health, nutrition, livelihoods and food security etc.
  • To provide guidance and training to program staff to ensure that work is carried out in a way that is sensitive to community needs and gender issues.
  • To provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development, technical designs of water and sanitation facilities and the exercise of judgement skills.
  • Participate proactively and contribute in the WASH cluster meetings and, at a technical level engage with UN agencies and line ministries in both Kenya and Somalia as needed.
  • Work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for each program in collaboration with the M & E Officers.
  • Ensure the development, implementation and periodic review of detailed annual implementation plans for various WASH projects.
  • Champions development of WASH programme in line with ACTED Strategy for Kenya and Somalia.
  • Take lead in WASH programme learning and documentation.
  • Actively participate in development and dissemination of knowledge materials to be shared through an interactive website, practical answers website and partners’ websites.
  • Contribute to monitoring and evaluation of WASH programme activities.
  • Take lead in integrating and market approaches in all WASH programme.
  • Actively participate in National WASH Cluster meeting and Regional Cluster Meeting to learn and also share.
  • Identify areas for improvement in the WASH projects and advise.
  • Lead nexus approach initiative between WASH, energy for water pumping and agriculture.
  • Other duties as required.

Other responsibility

  • Participate in programme development during proposal development, pro-project planning and advice on new strategies and activities.
  • Contribute in developing fundable WASH Programme proposal to raise funds for WASH interventions in the mission.
  • Contribute to mainstream of gender in all WASH programme.
  • To provide technical skills to ensure that programme development and implementation is in line with ACTED WASH Strategies.
  • To work with relevant Government Ministries and other WASH Sector stakeholders to develop WASH guidelines, low cost appropriate WASH technologies, plans and policies.
  • Documentation of lessons learnt to inform future programming.
  • To coordinate and write up WASH programme ideas.
  • Explore partnership with private sector.
  • Keep in touch of information and knowledge in water, sanitation and hygiene, synthesize and document information and share that information with other ACTED departments.
  • Coordinate and write up project reports as needed.

Qualifications/Skills Required

 Level of education/Academic Qualification

  • Masters or Bachelor’s degree in Water and Environmental Engineering/science, project management or relevant development discipline.

Professional qualification

  • Post graduate diploma in Project Management or related field.

Other Abilities/Skills required

  • Five years of experience in WASH Sector, water supply, water quality, sanitation and construction of WASH facilities.
  • Ability to work as part of a team
  • Good understanding of policy context, donor strategies and institutional framework in Somaliland and Somalia.
  • Good understanding of gender and market issues and how they relate to WASH issues.
  • Prior experience in humanitarian works
