CARE Canada is currently seeking a home-based Emergency Response Specialist – WASH, Cash and Markets Advisor.

CARE experience has shown that capacity is often stretched beyond its limits by humanitarian disasters, and that additional senior staff resources are needed to provide operational and strategic support from the onset to ensure a more effective response and to reduce financial and operational risks. In support of its Humanitarian Strategy, CARE is committed to standing team of emergency response specialists.

Members of the Rapid Response Team (RRT) are home-based and expected to spend up to 65% of their time deployed to the field.

WASH technical specialists within the RRT are an important part of CI’s Emergency WASH Team which provides in country and remote support to CARE’s WASH programs, lead on WASH knowledge management, and represent CARE within the Global WASH Cluster.

Because of the nature of the work, demands are fast-paced and unpredictable. This position requires an individual who is very flexible, provides expertise and leadership at a senior level and who works well within a team. CARE recently has set its strategic ambition to be the go-to organization for gender and cash in the development and humanitarian contexts. With that ambition is a commitment to expand the use of cash and vouchers in its core humanitarian sectors.

To meet the varying need during our emergency responses, we are looking for candidates who have proven experience and expertise in Cash & Markets focused activities in the WASH sector, and a passion for developing market-based approaches. Candidates will also be called upon to work more widely in a generalist WASH role (WASH engineering and/or hygiene promotion). Additional proactive/strategic work on WASH, cash and markets will be a feature of non-deployment time.

The position requires an ability and willingness to undertake frequent travel at short notice for up to 12 weeks at a time.

Requirements:

  • Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
  • Create an environment within CARE's workplaces, programming, and communities where CARE works, that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
  • Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Policy on PSEA-CP and CI Performance Standards.

What you offer:

  • At least 5 years of overseas experience in the emergency WASH sector;
  • Practical experience in using cash as a modality in emergency WASH programs;
  • Knowledge of direct and indirect market support options for WASH activities;
  • Ability and willingness to spend a high proportion of time travelling and working in often challenging conditions;
  • Experience managing staff, programmes and/or budgets;
  • Experience in humanitarian partnership approaches;
  • Experience and technical training in urban WASH interventions;
  • Ability to prioritize work under minimal supervision;
  • Infectious enthusiasm and passion for delivering results;
  • Fluent in English.
  • French proficiency an asset

What would make you extraordinary (Assets):

  • Specialised training in humanitarian/emergency response;
  • Proficiency or working knowledge in Spanish, Arabic an asset.
