Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Head of Operations and the direct supervision and guidance of the Programme Coordinator (Shelter and Non-Food Items (SNFI) in Juba, the successful candidate will track and contribute to the incorporation of Housing, Land and Property (HLP) methodologies into IOM’s Shelter-NFI operations.

In particular, s/he will be responsible for performing research and analysis of data and information to contribute to the development of HLP strategy within the South Sudan IOM Shelter and NFI programme, consolidating lessons learnt and best practices, and disseminating information on programme achievements.

Core Functions / Responsibilities:

  • Compile general background information from readily available sources, and draft supporting tables and charts in relation to the development and implementation of HLP strategies/ methodologies/ approaches for the IOM SNFI programme.
  • Coordinate the collection and verification of documents, actions and data with the SNFI Unit which is required for prioritizing HLP protection concerns in S/NFI programming support to appropriately address and/or resolve them.
  • Describe the progress of ongoing HLP protection activities in South Sudan, investigate designated aspects of project activities, and discuss findings with the supervisor to identify implications for the work of the unit.
  • Participate in capacity building and sensitization training for stakeholders and IOM team members.
  • Obtain information from relevant government, Cluster and humanitarian counterparts, as well as beneficiaries and host communities, and draft recommendations for solutions for IDPs seeking security of tenure.
  • Draft technical inputs to be used for the development and implementation of context-specific

“Housing, Land and Property” (HLP) strategies.

  • Track and record HLP efforts that link with other relevant humanitarian activities.
  • Assemble and disseminate lessons learnt and best practices at Cluster level.
  • Observe humanitarian platforms and events in country and take notes as required.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Urban Planning, Architecture, Property Law or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in humanitarian response, with knowledge of HLP issues (operational field experience and emergency experience an asset);
  • Excellent command of English required including strong written and oral and computer skills - with a thorough knowledge of Microsoft office and design programs;
  • Knowledge of the cluster system and experience in South Sudan an asset.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
