ABOUT THE JOB

The overall purpose of the role is to deliver organisation’s policies and programmes within livelihoods sector. The role functions as a specialist within livelihoods sector. The role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day to day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities

Responsibilities:

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to livelihoods sector
  • Represent DRC at relevant coordination meetings
  • Ensure integration of sector activities with other DRC sectors
  • Coordinate with sector counterparts in other locations in the implementation of common funded projects
  • Ensure good representation and reputation of sector at all levels
  • Actively participate in internal coordination meetings
  • Ensure and actively participate in Food Security and Agriculture Cluster (FSAC) and other relevant coordination for a

General Programming and Operations

  • Contributes to the daily operation with comprehensive knowledge in a specific area
  • Carry out sector needs assessment
  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/annual highlights/reports and proposals and budgets for donors

Project development

  • Provide technical guidance on livelihoods sector
  • Assist in developing project plans and budgets for funding
  • Assist in developing the projects’ Monitoring and Evaluation tools
  • Assist in project implementation and reporting
  • Prepare weekly, monthly, quarterly and annual reports to relevant authorities as per need

Technical Line Management Responsibilities

  • Provide technical guidance and support to livelihoods team leaders and officers based in area offices
  • Advise on and promote understanding and application of DRC policies, procedures and principles.
  • Raise non-compliance
  • When relevant, drive development of policies and standards in country and localize global policies to country level
  • Develop appropriate targeting criteria and mechanisms to be used by all DRC offices to ensure appropriate target groups identification;
  • In absence of HoP, take on additional responsibilities as assigned by HoP

Training and capacity building

Constantly analyse the level of technical competencies of LH&E staff, identify training needs and ensure these are met promptly; Identify and brief the DRR technical team, HoP and LH&E PM on innovative approaches to address LH&E needs, in particular with reference to displacement, protracted humanitarian crises and addressing LH&E needs of women;

Accountability

Ensure that DRC’s LH&E programming meets upwards and downwards accountability obligations and is carried out in accordance with the DRC global Livelihoods Strategy as well as Common Humanitarian Standards and Quality Management (ref. Programme Handbook Annex 15 and related tools).

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Min. 5 years of livelihoods-related programming in developing countries and crisis settings;
  • Expertise in emergency, early recovery and sustainable livelihoods programming with the focus on displacement and specific needs with respect to age, gender and disability;
  • Familiarity with displacement issues of both internally displaced and returnees and related international standards/frameworks;
  • Ability to provide strategic programmatic and technical support;
  • Experience with monitoring and evaluation techniques with respect to Emergency, Sustainable and Inclusive Livelihoods;
  • High competency in representation skills;
  • Ability to operate in an insecure environment.

Education:

  • Relevant University degree (Master or Post graduate) in a relevant field

Languages:

  • Full professional proficiency in English (Dari and/or Pashto - added asset)
