International Medical Corps has deployed an emergency response team (ERT) to assist the Democratic Republic of the Congo (DRC) in the recent Ebola Virus Disease (EVD) outbreak. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and other support.

Objective Of The Post: The primary function of the WASH Manager includes supporting the team in the assessment, planning, design, implementation, supervision, expansion/development and administration of technical interventions relating to Ebola response scale-up. These will have a strong link to ongoing or planned water and sanitation, as well as other IMC core sector programs. The WASH Manager will be supporting the prioritization and coordination of the start-up and management of Ebola facilities as assigned, and contribute to the development of concept papers and proposals for interventions in close cooperation with the team and the WASH Coordinator. In addition, the WASH manager will support with the training of local staff and stakeholders in WASH related themes.

Technical Support 

  • Provide WASH technical support to rapid needs assessments and site selection and linkage between assessments and activity plans are translated into proposals and budgets.
  • Implement WASH activities from an array of appropriate technologies for water systems, sanitation facilities, Waste and IPC for health care especially EVD care facilities.
  • Implement the appropriate supervisory, monitoring and evaluation systems for WASH/IPC interventions at the assigned health facility.
  • Manage WASH program in a phased and prioritized manner with full consultation and co-ordination with International Medical Corps’ staff and other agencies, both governmental and non-governmental.
  • Work closely with Human Resources team for hiring and building capacity of the national WASH team.
  • Ensure gender and protection is considered throughout the project cycle with women being enabled to influence decision- making around WASH challenges. In addition, Ensure WASH program implementation is linked to health, gender, child protection and nutrition sectors.
  • Work closely with program support functions (logistics and finance departments) for WASH program supplies and activities planning for smooth delivery of project interventions.
  • Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing. Represent International Medical Corps in governmental and non-governmental groups as needed and agreed with the supervisor.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Qualifications:

Skills & Requirements: 

  • Minimum of bachelor's degree in Water and Sanitation engineering, civil engineering, or relevant technical WASH specialization.
  • At least three years of work experience with designing and implementing WASH in Health care, IDPs, refugee and migrant contexts.
  • Maintaining water and sanitation systems, and implementing hygiene promotion programs; or equivalent combination of education and experience.
  • Experience in emergency phase, including assessments and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian and development contexts.
  • Experience in overseeing implementation, tracking the progress, reporting against the agreed indicators and managing project budget.
  • Demonstrated knowledge of linking WASH activities with other humanitarian sectors.
  • Ability to understand gender related challenges within the beneficiary groups
  • Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning.
  • Experience and understanding of key intuitional donors’ policies, guidelines and strategies e.g. USAID, OFDA, ECHO, DFID and UN.
  • Demonstrated analytical, motivational, communication, project conceptualization and planning skills.
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field, counterparts, senior government.
  • Fluent in French and English.
