Position Title: Field Project Officer – Shelter/WASH

Duty Station: Bunia, Ituri, Democratic Republic of Congo

Type of Appointment: Consultancy, 3 months with possibility of extension

Organization Unit: Operations and Emergencies

General Functions:

Under the overall supervision of the Chief of Mission and direct supervision of the Shelter/WASH Officer, the incumbent will be responsible for the support of IOM Shelter/WASH activities in camps and host communities in the DRC.

Core functions/ responsibilities:

  • Support the Shelter and WASH Officer in developing, implementing and monitoring administrative and operational activities of approved Shelter/WASH projects for a given area.
  • Contribute in ensuring that the project(s) meet their intended scope, time and budget.
  • Contribute in monitoring the project budget according to internal and donor requirements and ensure that relevant budget lines are used.
  • Monitor the project implementation by performing regular visits to the areas of operation, ensure that materials are being properly utilized and that project(s) outputs effectively reach the targeted beneficiaries.
  • Adhere and respect the project(s) work plan (project schedule) designed by the Shelter and WASH Officer and inform of any delay or workaround required for timely completion of activities.
  • Manage and supervise the Shelter/WASH field staff responsible for the execution of the project(s) under your responsibility. Mentor, coach and manage the staff under supervision; support the performance evaluations and oversee and help to resolve team conflicts.
  • Support overseeing all technical aspects of IOM construction work (Shelter and WASH) including but not limited to assessment, design, BoQ calculation, tendering, technical specification, and monitoring while liaising with partner organizations and governmental authorities to synergize existing activities.
  • Support with the development and implementation of Shelter/WASH design standards, monitoring mechanisms, quality control & assurance mechanisms, and construction specifications in respective technical field.
  • Represent IOM Shelter/WASH in relevant forums, including cluster coordination meetings, inter-cluster meetings and partner meetings. Ensure an effective and active communication with all the stakeholders. Prepare and submit regular progress reports for internal and external audiences. Ensure that project data and information is archived and shared appropriately.
  • Support the implementation of small scale mitigation & site development work in coordination with the CCCM team, map safety risks and other hazards at site level and surrounding communities when feasible.
  • In coordination with the Shelter and WASH Officer, plan and supervise procurements in line with approved specifications or Bill of Quantity (BoQ), working closely with the procurement and logistics unit to ensure that the required materials and items are procured and delivered to the respective sites in a timely manner.
  • Ensure that any needed operational agreement or authorization from the local authorities is convened to guarantee project stability and good relations with the local government.
  • Provide necessary information and documentation for the preparation of project proposals for IOM to contact potential donors. Contribute to contingency planning for possible WASH emergency response if required.
  • Perform such other duties as may be assigned

Required Qualifications and Experience:

Education

  • University degree (BSc) in Civil Engineering, Architecture, Environmental Sciences or a related field from an accredited academic institution with four years of relevant experience or
  • Master’s degree in the above field of studies with 2 years of relevant experience

Experience

  • Experience in the implementation of WASH and / or Shelter related projects preferably in the Humanitarian Field
  • Desirable experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;
  • Desirable experience in project management;
  • Familiarity with different project cycle steps and donor relations;
  • Ability to supervise large numbers of staff;
  • Experience to utilize and operate engineering-related software such as AutoCAD
