Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

Crisis context

Bangladesh has been the second theatre of the Rohingya crisis for more than 30 years. The Muslim minority has faced decades of repression and discrimination in its home country Myanmar/Burma, precisely in the north of Rakhine State, resulting in many of its members seeking refuge in neighboring Bangladesh, in the southern region of Cox’s Bazar. Since the events of the 25th of August 2017, over half a million Rohingyas crossed the border from Myanmar to Bangladesh, making this the world’s fastest developing refugee emergency. As of mid-October, there are more than 837 000 cumulative refugees in the country, as 300 000 Rohingyas were already in Bangladesh following previous waves of displacement. The sudden surge in the number of Rohingyas arrivals has stretched the capacities of humanitarian organizations/agencies operating in Bangladesh. These new arrivals are being hosted in camps for registered refugees, but also overcrowded makeshift settlements, including schools, community centers, religious buildings, and with local families. New clusters of settlements have also been set up and continue to expand.

The Rohingya crisis is creating immediate needs for cross-sectorial assistance. Concerns for the newly displaced persons include lack of access to food security and nutrition, need for WASH facilities, shelter, health, psychosocial support (PSS), gender and protection issues and Restoring Family Links (RFL) services .

Première Urgence Internationale positioning

Based on the strategy established during the exploratory mission in October, PUI has been developing Site Management activities in 2 areas of the main refugee site since the end of 2017. These operations have been developed in Camp 17 (under UNHCR funding) and Camp 20 (under IOM funding) relying on a partnership with Handicap International.

Since PUI obtained its registration in May 2018, a new strategy shall be develop to further enhance PUI capacities to operate in country. In that sense, a new WASH project is being developed with a strong focus on sanitation and hygiene. This project will take place in Teknaf sub-district while the operational base will remain in Cox’s Bazar.

Overall objective

 

The overall objective of the WASH PM is to contribute to the development and ensure the correct implementation of WASH programs/activities in Teknaf, Cox’s Bazar in order to improve the living conditions of the Rohingya refugee population and host community.

Tasks and responsibilities

  • Strategy: He/She contributes to the development of new interventions based on identified needs.
  • Programs: He/She contributes to the design of and ensures the proper implementation, supervision, quality and monitoring of the different component of the project(s).
  • Human Resources: He/She will supervise the WASH team (PUI employees and any daily workers and volunteers)
  • Logistics and administration: He/She provides logistical and administrative monitoring of activities under his/her responsibility.
  • Representation: He/She represents the organization with partners, local authorities and stakeholders involved in the implementation of programs in Cox’s Bazar district.
  • Security: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his / her immediate supervisor.

Specific objectives and related activities

CONTRIBUTE TO THE DEVELOPOMENT OF NEW PROPOSALS

  • He/She participates in identifying wash-related needs in coordination with the Field Coordinator
  • In the context of identifying new operations, and together with the Field Coordinator, he/she contributes to the preparation of project proposals for the wash sector.
  • He/She ensures a constant follow-up of the needs in Cox's Bazar District.
  • He/She analyses the humanitarian, political, social and security situation in the area and identifies key trends in collaboration with the field coordinator.
  • He/She implements and participates in rapid or in depth assessments as decided in collaboration with the field coordinator.
  • He/She ensures the relevancy of project activities and proposes any changes to the field coordinator.
  • He/She writes and edits the assessment, intervention and monitoring reports.
  • He/she supports the identification, proposal redaction and implementation of new projects.
  • He/She participates in the strategy development of the mission.

IMPLEMENTATION AND MONITORING OF WASH PROGRAMS

  • He/She ensures that appropriate projects are developed by PUI. He provides technical inputs to his/her immediate supervisor to ensure that projects falling under his/her responsibility are relevant with the needs faced.
  • He/She ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • He/She ensures the project adheres to humanitarian accountability protocols.
  • He/She plans activities and ensures that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs his/her supervisor and proposes solutions to remedy the situation.
  • He/She works in close collaboration with the Field Coordinator on the WASH strategy for projects, the quality of activities, the technical choices to be made, and reporting obligations.
  • He/She ensures the proper functioning of WASH programs falling under his/her responsibility, and ensures compliance with goals defined in the project proposal/s. Notably, he/she tracks the performance indicators defined, reports on progress to his/her immediate supervisor, signals any difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis.
  • He/she ensures the implementation of monitoring and/ or evaluations, according to the defined needs of the project/s. He/She undertakes analyses and transmits the data collected to his/her immediate supervisor, and to the Emergency Coordinator. Depending on the needs of the projects and/or the data collected, he/she produces and disseminates reports of the monitoring and evaluation exercises to the relevant people.
  • He/She ensures PUI project management tools are properly used.
  • He/She ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
  • He/She transmits the internal and external reports to his/her immediate supervisor while making sure to meet the internal deadlines for endorsement and the external contractual deadlines (project reports).
  • He/She facilitates the intervention of new actors (companies, foundations, NGOs, public sector). He/she provides the required support to any new intervention decided in the frame of this project, including logistic, administrative and operational support, but also networking with others stakeholders.

MANAGEMENT OF THE WASH TEAM

  • He/She familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team.
  • He/She prepares job profiles for members of the team, has them endorsed by the Field Coordinator, and participates actively in the hiring process (interviewing, testing, etc), as well as in any decisions related to the termination of employment contracts of team members.
  • He/She ensures that each person is subject to a written evaluation at least once per contract period and per year, and at a minimum before leaving office.
  • He/She creates coordination mechanisms specific to the team, and ensures proper supervision
  • He/She identifies the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions...).
  • He/She assures that the organizational chart of the team is appropriate, adjust it if needed, and has it endorsed by the Field Coordinator.
  • He/She works in direct relation and coordination with the health PM.
  • He/she ensures the coordination with PUI WASH partner technical volunteers

REPORTING AND REPRESENTATION OF PUI BEFORE WASH PLAYERS

  • He/She compiles reports on activities, monitoring and assessments, as required by PUI, donors and partners and submits to the grants officer / field and programme coordinators.
  • He/She participates in relevant meetings in the area of operation, with government, UN or NGO partners.
  • He/She participates in ad-hoc meetings according to the humanitarian issues encountered in the field with the various stakeholders.
  • He/She strengthens links with other humanitarian actors present in the area for a good coordination.
  • He/She ensures the necessary capitalisation on the implementation of the project (photos, reports, articles, interviews).
  • He/She identifies and communicates about the identified needs and about the stakeholders’ actions (needs analysis, gaps and coordination).

PROCEDURES / LOGISTICAL, ADMINISTRATIVE AND FINANCIAL MONITORING

  • He/She ensures that logistical, administrative and financial procedures linked to project implementation are established and alerts his superiors if gaps are observed in order that corrective action may be taken.
  • He/She participates in logistic meetings, to prepare the procurement plan at the beginning of the projects and on a weekly basis to follow the procurement process.
  • He/She communicates to the Logistic department on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of program/s.
  • In coordination with the Logistic department, he/she organizes the logistical components of his/her programs (delivery, distribution, on-site storage, etc).
  • He/She ensures the administrative (partnerships, HR) aspects of project implementation are followed up by the field coordinator, base administrator or administrative coordinator where necessary.
  • He/She ensures that the monthly budget tracking of the program(s) falling under his/her responsibility is up-to-date, participates in analyses, detects possible anomalies, and proposes adjustments.
  • He/She ensures that HR documents (attendance sheet, leave request, etc) are communicated to the Administrative department on time

ENSURE THE SAFETY OF PROPERTY AND PEOPLE

  • He/She ensures that security and safety rules are known and respected by the team falling under his/her responsibility.
  • He/She contributes to data collection on safety issues in his/her field of operations and disseminates them to the Field Coordinator regularly or on an ad-hoc basis if urgent.
  • He/She must ensure that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
  • He/She ensures that members of his/her team and daily paid workers as the case may be, are provided with safety gear adapted to their activities

  • Indirect management: 8-23 people (depending on signed projects)
