Myanmar: WASH and Infrastructure Coordinator

Danish Refugee Council (DRC) seeks a WASH and Infrastructure Coordinator to join the Rakhine State team. DRC has provided assistance to people in need in Myanmar since 2009. DRC currently implements a range of programmes serving displacement affected populations in Rakhine, Kachin, Shan and Kayah states.

In 2012, inter-communal violence in Rakhine forced 140,000 people to take refuge in IDP camps. DRC provides services for IDPs, host and villages through a multi-sector response that covers Camp Management, Shelter, NFIs, Child Protection, Livelihoods, Protection, GBV, and WASH in Sittwe, Pauktaw, Kyauktaw and Mrauk-U townships. Emergency response also occurs for floods, cyclones, earthquakes, and newly conflict-displaced populations.

DRC WASH provides water, sanitation and solid waste management services, as well as behavior change and hygiene kit distributions for 20,000 IDPs in three central Rakhine camps. DRC Rakhine has a high volume of construction activities across all its programmes and offices, and employs full engineering and construction teams that are overseen by the WASH and Infrastructure Coordinator, constructing shelter, community infrastructure, and a range of community and other centres for the protection team.

DRC/DDG Myanmar currently employs over 270 national and 25 international staff based out of ten offices. Main donors are ECHO, UNHCR, UNICEF, USAID, DfAT, DANIDA, EU and SDC.

Responsibilities

  • Responsibilities for this position encompass technical support and management, as well as M&E and advocacy
  • Capacity building and management for WASH and engineering teams
  • Design management and monitoring systems for over 350 camp-based staff to ensure accountability
  • Upgrade technical and procurement standards for constructed works, as well as coordinate with other DRC programmes to support their construction needs
  • Ensure a protection-centered approach to the design, implementation and monitoring of all WASH and engineering activities
  • Implement WASH behavior change through participatory processes
  • Identify data gaps for donor advocacy; design and build systems for data collection in coordination with other WASH partners and DRC programmes
  • Prepare technical, situational and post-distribution monitoring reports, proposals, and presentations for different audiences to advocate for beneficiaries’ needs
  • Advocate within Rakhine and national WASH Clusters, and other coordination bodies for beneficiaries’ needs by contributing to strategy papers and TWGs
  • Coordinate WASH and all other engineering activities with other camp actors to avoid duplication, and ensure that appropriate actions are taken
  • Perform any other tasks requested by DRC management

About you

The successful candidate should have the following qualifications:

  • Minimum 3 years humanitarian project management in WASH, preferably in displacement settings
  • Qualification in design/engineering (architecture, engineering, construction), ideally a Masters degree in engineering
  • Strong experience in design and site management of a range of WASH and non-WASH construction projects
  • Knowledge of menstrual hygiene management, water quality testing, water-related diseases, water treatment and storage
  • Experience with psychosocial support, gender-responsive project planning, non-violent communication and arts-based methods of community engagement is an asset
  • Strong experience in participatory mapping, facilitation, capacity building, and communication methods to engage with low literacy participants
  • Knowledge of behavior change and service design
  • Exceptional interpersonal communication, negotiation and professional writing skills in English
  • Ability to understand constraints and capacities of staff and beneficiaries to provide effective feedback to them
  • Robust M&E, data collection and IM skills, experience with GIS preferred

We offer

DRC will offer the successful applicant an initial contract for 4 months that is renewable dependent on funding and performance. Envisaged start date is as soon as possible, latest 15th September 2018.
