Purpose of the post 

Reporting to the Head of Programmes, the Livelihoods Coordinator will provide strategic vision and sectorial technical support to DRC technical Livelihoods Teams (managers and officers) in the field and to Area Managers in order to support the designing and delivery of effective and high quality Livelihoods programming. 

The Livelihoods Coordinator will be responsible for developing the DRC Livelihoods country strategy for South Sudan in coordination with the field teams, the Livelihoods Cluster and the Head of Programme. The role also involves developing relevant sector strategies including short, medium and long-term strategies in alignment with the overall country strategy and minimum humanitarian and sector relevant standards. 

One of the key roles of the Livelihoods Coordinator is to constantly improve programme quality and relevance. This can be done by designing Livelihoods tools based on needs identified in the field, developing innovative approach, troubleshooting issues arising in areas, compiling lessons learned and promoting best practices across sites. While the Livelihoods Coordinator does not directly manage the Livelihoods teams and is not directly in charge of project implementation, they are responsible for the mentoring, capacity building and training of Livelihoods Managers and officers based on technical needs identified amongst the staff. 

The Livelihoods Coordinator ensure a close collaboration and strong external relations, as required, with clusters, donors and other Livelihoods partners. The Livelihoods Coordinator  will identify funding opportunity for DRC in Livelihoods and support the development of programmes with the Head of Programmes, Grants Management Coordinator and field staff. The Livelihoods Coordinator  support on networking and partnership development, will attend the national Livelihoods cluster, key sector forums and other relevant working groups, ensuring information flow to and from field sites. 

 The Livelihoods Coordinator is based in Juba but is expected to travel frequently to field locations. 

Responsibilities and Tasks 

To achieve the objectives of the position, the Livelihoods Coordinator will perform the following tasks and undertake the following responsibilities; 

Strategic programme development:  

  • Develop DRC Livelihoods country strategy in coordination with the Head of Programme and in consultation with South Sudan Livelihoods Cluster and support DRC field teams with local strategy development; 
  • Produce guidelines on DRC strategy and its operationalization in the field for the sector managers. 
  • Provide high level technical advises to DRC Head of Programme and Country Director to support DRC strategic directions in terms of Livelihoods. 
  • Define DRC South Sudan standards of quality, operational procedures, standard FSK tools and standard implementation plans. Ensure their implementation across all DRC FSL activities in all locations;  
  • Identify axes of improvement on the quality and impact of DRC  Livelihood programming in South Sudan and develop innovative approaches - produce guideline to implements these improvements and innovations. 
  • Identify opportunities and facilitate strategic assessments in the field in coordination with the Head of Programme, MEL Manager and Sector Managers in the field. Participate in assessments when required;  
  • Contributing to Livelihoods proposal development, providing strategic direction, innovative approaches in consultation with DRC Grant Management Coordinator and Sector Managers. Support the Grant Manager in the definition and description of Livelihoods activities, on the preparation of log frames with SMART indicators and on the definition of the budget. 

External relations: 

  • Represent DRC in external meetings related to Livelihoods, attend and engage in strategic discussions during the Livelihoods national cluster meetings; 
  • Present DRC Livelihoods strategy, innovative approaches, assessment outcomes, or/and key achievement in donor meeting or/and in National and State Cluster meetings; 
  • Establish links with all Livelihoods actors and stakeholders; 
  • Stay up to date with donor strategies and practices within South Sudan and provide technical backstopping to the Head of Programme in donor relations; 
  • Maintain close collaboration and good relations as required with donors and other partners. 
  • Identify funding opportunity for DRC in  Livelihoods. 

Staff capacity building: 

  • Identify axes of improvement and potential gaps in technical capacity of DRC staff  
  • Prepare a training plan to build the capacity of DRC Livelihoods staff, in coordination with DRC Camp Managers. 
  • Ensure roll out of the agreed training plan in all sites including preparation of materials and training reports and follow up to the trainings. 

Technical advice: 

  • Provide technical support and advices to Livelihoods Managers and Livelihoods Staff on implementation of Livelihoods activities; 
  • Provide guidance on development of new Food Security and Livelihood activities; 
  • Promote a participatory approach (engagement of affected population) and sustainable approach to Livelihoods in the DRC programmes; 

Coordination and Information sharing  

  • Strengthen Livelihoods programmatic synergies between DRC different implementation areas and between DRC’s different projects and donors 
  • Facilitate communication and coordination between DRC Livelihoods staff based in different locations via information sharing, skype group, workshops and trainings. Ensure a strong information flow to and from field sites, including updates to and from the Livelihoods Cluster;
  • Ensure that DRC Livelihoods programme meets overall program quality and learning standards. Ensures support to Livelihoods staff with guidelines on quality, impact and accountability. 
  • Support the Livelihoods Team to ensure that DRC is implementing high quality Livelihoods programming in accordance with international standards and best practice all across South Sudan  
  • Identify gaps and needs in Livelihoods programme in DRC IDPs and Refugees sites;  
  • Support the strategic planning and implementation of project activities related to Livelihood components of all projects; 
  • Support sector managers in the creation and follow up of work plans for Livelihoods activities across Livelihoods projects;
  • Ensure link and integration of Livelihoods activities with other DRC sectors (CCCM, Protection/SGBV, NFI/Shelter, WASH and AVR). 
  • Support sector managers on donor reports preparation and review for Livelihoods projects – review performance/progress assessments against pre-defined project objectives, outputs, activities and indicators
