 Background Information - Job-specific

The ongoing conflict has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have been affected by disease and environmental degradation. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated.

UNOPS is undertaking a multi-sectorial engagement aims at restoring urban services mainly in energy, urban roads, water and sanitation (WASH), municipality services with focus in Water and Sanitation targeted cities in Yemen using an integrated approach.

Functional Responsibilities

UNOPS is seeking to recruit a highly qualified coordinator in the field to achieve the following:

The water and sanitation  coordinator provides professional technical, operational and administrative assistance throughout the Urban Water and Sanitation programming process, through the application of theoretical and practical technical skills in researching, collecting, analyzing and presenting program information while learning organizational rules, regulations and procedures to support the development, implementation and monitoring of the Urban Water and Sanitation support  output results of the Country Program

1-      Stakeholder Management:

-          Maintain solid working relationship with the key stakeholders of the WASH sector including the beneficiaries and other project partners,Prepare technical reports and inputs for program preparation and documentation, ensuring accuracy, timeliness and relevance of information.

-          Assist in the development/establishment of Urban Water and Sanitation support sector -related outcome and output results, as well as related strategies, through analysis of Urban Water and Sanitation sector needs and priorities.

-          Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical program transactions, preparing materials/documentations, complying with UNOPS  processes to support progress towards the Urban Water and Sanitation  -related outcome and/or output results in the Country Program.

-          Prepare required documentations/materials to facilitate review and approval processes.

-          Contribute to enhancing ownership of the project by the beneficiaries

-          Support the Project Manager in developing effective communication plans and mechanisms for resolving conflicts among the various project participants,

2-      Program coordination monitoring and reporting

-          Work collaboratively with internal and external colleagues and partners to collect/analyze/ share information on implementation issues, suggest solutions on routine program implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decision.

-          Keep record of reports and assessments for easy reference.

-          Monitor and report on the use of sectoral program resources (administrative and other assets), verify compliance with approved allocations based on regulations/procedures and donor commitments with standards of accountability and integrity.

-          Report on issues identified to enable timely resolution by management/stakeholders.

-          Support the the Project Manager in identifying and managing risks so that maximum benefit to the stakeholders is achieved.

-          Support the Project Manager in developing progress reports , updating risk and issue logs /registers anf any other required documentation in compliance with UNOPS Project Management Manual.

-          Follow up on unresolved issues to ensure proper resolution.

3-      Technical and operational support for program implementation

-          Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.

-          Provide technical and operational support to government counterparts, NGO partners, WASH cluster, UN partners and other office partners/donors on the application and understanding of UNOPS  policies, strategies, processes and best practices in Urban Water and Sanitation to support program implementation

4-      Knowledge Management

-          Participate in the relevant Communities of Practice at HQ level.

-          Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

-          Support the project team in compiling lessons learned as per reporting format.

 Education/Experience/Language requirements

-          Master’s degree in Project /Programme management or other relevant field with a focus on Water and Sanitation from a reputable University with 5 years of experience or a Bachelor’s degree with a combination of 2 additional years of relevant field is required.

-          Additional relevant postgraduate courses are a strong asset;

-          Familiarity with Yemeni water supply and sanitation utilities and/or Water local corporations is required.

-          5-7 years practical management, coordination and technical experience of water supply and sanitation service provision is required.

-          Experience in international cooperation technical assistance is desired .

-          Strong managerial, communication, coordination and organizational skills is required.

-          Willingness to travel regularly (outside and inside Yemen) is required

-          Excellent knowledge of English and Arab language is required

-          Ability to work under pressure and work with culturally diverse team of local and international members;

-          Experience with donors in the field of water and sanitation sector is desired.
