Build institutional capacity in the international humanitarian organizations mandated to protect displaced people, through coordinating sustainable energy efforts in situations of displacement
Background:
In January 2018, UN agencies, donors, civil society groups and the private sector came together to take the first steps to develop a Global Plan of Action for Sustainable Energy Solutions in Situations of Displacement. This effort was made to ensure that displaced populations are fully included in the achievement of Sustainable Development Goal 7 (SDG7). In order to move this initiative forward, NORCAP is now seeking a dynamic individual to work within The United Nations Institute for Training and Research (UNITAR)’s office in Geneva, to support interest in, and support to, this Global Plan of Action.Main duties and responsibilities:
- Strategic planning for the Global Plan of Action including:
▪ Short term focus: Raising political awareness for the initiative at high level events leading up to the High Level Political Forum in July 2018 and in other fora in 2018;
▪ Long term focus: Coordinating stakeholder committees and action assisting the development of the operational level guidelines for the Global Plan of Action. - Coordinating humanitarian energy efforts on an institutional level by coordinating and supporting the work of the working groups.
- Establishing an institutional platform for humanitarian energy.
- Raising basic awareness for the benefits of sustainable energy solutions in humanitarian assistance and advocating for the topic to be holistically integrated into site and community planning for displaced people.
- Streamlining the messaging for the sector; including consistent review of guiding ‘humanitarian energy’ documents.
- Coordinating regular steering group meetings.
Objectives and expected output:
- Planning and Coordination: Improve energy practice and policy in displacement settings. This will result in reduced energy costs and associated environmental pressures in host countries, and improved resilience of communities and host countries.
- Policy and Advocacy: Involve displaced people and host communities in the new Global Plan of Action to reflect their priorities and needs. This will require coordinated strategies and effective communication across all stakeholders for long-term sustainable energy access.
- Innovative Finance: Bolster finance for sustainable infrastructure and renewable energy investments. This will include delivering innovative financing methods for the sector.
- Technical Expertise and Capacity Building: Utilize the skills and capacities of displaced people and ensure they have an active role for future energy interventions. This includes creating jobs and livelihood opportunities for both displaced people and host communities where possible.
- Data: Harmonize and standardize high-quality, usable data and evidence across the sector for monitoring, learning and evaluation. This will ensure decision-makers have access to the information they need to make sustainable energy choices and report effectively change.
Qualifications:
- Experience with sustainable energy solutions in displacement situation, humanitarian energy
- Master’s degree in political science, environmental technology, engineering or similar. Bachelor degree can be accepted with 7 years relevant experience.
- Minimum of five (5) years of relevant experience in coordination processes, advocacy, policy development and implementation, especially at the international level
- International experience or prior work in an international or regional organisation in developing countries preferred.
- Demonstrated experience in producing coordination, stakeholder engagement, targeted communication and/ or advocacy materials.

- Ability to rapidly research, analyse and integrate diverse information from varied sources;
- Ability to package information to meet the needs of a varied audience;
- Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a regional team;
- Ability to undertake basic monitoring and evaluation;
- Superior communication capacity with English proficiency. Knowledge of French or Arabic would be advantageous

Mission information:
