The evolution of human societies has always entailed the demands and ­aspirations of the people for harmonious co-existence where issues relating to security of lives and property are pursued. As alluded to by many scholars, the resultant consequences of the Cold War brought about a paradigm shift from a state-centric posture which basically accords priority to the security needs of the state and its institutions (at the expense of the interest of the citizens), to a more pragmatic perspective which places high premium on human security.
