Conflict Sensitive Programming for relief and development actors focuses on the specific needs of agencies working on relief and development in the MENA region in the current context. The course has been designed to enhance the skills of individuals and organisations in order to find new strategies for increasing the effectiveness of relief and development in the region.  This learning programme will create a space where both local actors and international agencies can explore and address their issues and mutual concerns while increasing their skills in conflict sensitive programming. The programme will develop the capacity of participants to effectively address the urgent needs of the communities, while not further exacerbating the tensions and inadvertently increasing the violence.

Course aims

The four-day course will be for people who work in NGOs, INGOs and community groups in the MENA region. The course will examine humanitarian relief and development through the lens of conflict sensitivity: focusing on enhancing participants’ knowledge and skills to work in a fast-paced and volatile environment. The aim is to ensure that local individuals and organisations are able to implement effective programmes which achieve their objectives whilst taking into account the positive and negative impact relief and development activities can have on conflict dynamics. The aim is not just to ensure that activities do no harm, but where possible contribute to peace.

Course objectives

Participants will:

  • Increase their knowledge of the interface between relief and development activities and the wider context within which they work
  • Apply appropriate  conflict analysis to their own organisational contexts within the MENA region
  • Link conflict context analysis with appropriate interventions
  • Identify the contextual driving forces of conflict and peace; and develop their programme activities accordingly
  • Be able to assess to what extent their activities contribute to peace or violence.

Suitable for

This course is for staff of international and national agencies within the MENA region with coordination and management responsibilities for emergency, relief, development, and peacebuilding programmes. It is particularly relevant for those engaged in the planning and implementation of field-based programmes, and those concerned with developing appropriate responses in complex political emergencies.
