COVID-19 underscores what national security experts, scientists, and researchers have long known—human well-being is intimately connected to the health of the planet, and a shock can reverberate far beyond one community’s borders. The impacts of climate change—from increased heat and record-breaking drought to extreme rainfall and stronger storms—are already exacting a toll on human life and well-being. Without changing how we plan for our future and address risks, tragedies like Hurricane Harvey and the 2018 Camp Fire will become commonplace. Building resilience will require taking a big picture approach to address all facets of risks and thinking in terms of a portfolio of solutions. It also requires that we better understand how communities respond to and perceive risk. So how can we arm decision-makers with the tools needed to prioritize actions? How do we improve transparency and communication of risk data to help set incentives and regulations at all levels of decision-making? And who should pay for the upfront costs or bear the financial consequences of being unprepared?
