Water scarcity can be a significant driver of conflict and cooperation. In Central Asia, water scarcity is becoming a grave concern, and this is likely to grow due to climate change. There is no treaty on water sharing and management in place between Afghanistan and Pakistan. Do general principles of international law require Afghanistan to let its rivers flow unrestricted to Pakistan? Or, after decades of armed conflict, does Afghanistan have the right to develop using its resources unimpeded? Is there a middle ground? What are Afghanistan’s rights and responsibilities to its people and its neighbors? Is a water-sharing treaty needed between Afghanistan and Pakistan?
This webinar will explore these issues.
On Tuesday, December 11, 2018, at 10-11am US Eastern Standard Time, the Environmental Peacebuilding Association will host a webinar about exploring potential for conflict and cooperation related to water between Afghanistan and its neighbors.
We welcome as guest speakers Mr. Abdul Basir Azimi, former Deputy Minister for Finance and Administration of the Ministry Energy and Water of Afghanistan and Dr. Nagaraja Rao Hardasheep, Lead Environmental Specialist and Global Lead for Watersheds for the World Bank.
