IESC is seeking a regulatory framework and capacity building specialist for an anticipated USAID-funded program in Afghanistan in strengthening watershed and irrigation management. This position will be full-time and based in Afghanistan.
IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.
Duties and Responsibilities:
- Lead development of interventions beneficial for the Government of the Islamic Republic of Afghanistan’s (GIRoA) Ministry of Agriculture, Irrigation and Livestock (MAIL);
- Develop irrigation water policy through working with MAIL and the Ministry of Energy and Water (MEW);
- Support other donor organizations to reform water law and related resource policies;
- Serve as a primary liaison between the project team, MAIL and MEW, and encourage inter-ministerial coordination and collaboration;
- Provide capacity building through training at both the local and regional levels and improve public outreach;
- Work to strengthen the capacity of universities and vocational institutes to train skilled manpower.
Qualifications:
- Bachelor’s degree in engineering, business, finance, international development, or other relevant field required; advanced degree preferred;
- Minimum 10 years of experience in international development, preferably on programs in economic growth including watershed management, and irrigation policy;
- Experience supporting irrigation projects required;
- USAID or other donor experience required;
- Experience working in Afghanistan in working with the Ministries within the GIRoA highly preferred;
- Afghan nationals are highly encouraged to apply;
- English fluency required; Dari and Pashto proficiency preferred.
