The American Red Cross (ARC) is issuing this Request for Proposals (“RFP”) to source acontractor/firm to work directly with the Haitian Red Cross for the design, fabrication, delivery, installation, and maintenance of solar power system/s for the HRC Central office compound. We envision turnkey solar power solutions which in the long run will lower electricity and fuel bills and decrease HRC’s carbon footprint.
The scope shall also include, but not be limited to, securing all permits and approvals from governing agencies, all labor, taxes, services, permit fees, and equipment necessary to power HRC Central offices with solar power.

Solar Power Energy firms with presence in Haiti, and with significant expertise in solar power projects in Haiti are encouraged to apply.
Conference with Bidders
A conference with bidders will be held on 24 February 2015, 10:00 AM EST at the offices of American Red Cross in Petion-Ville.
Written Questions and Answers
For those bidders who are not able to attend the conference, they can ask questions or seek clarifications and explanations by email about the Scope of Work and RFP instructions. Questions must be submitted by e-mail to gina.barreau@amcross.org (copy to:kenneth.smith2@redcross.org) no later than 11 March 2015, 9:00 AM EST. Answers to written questions will be made available and shared with all applicants by email.
Closing date
Your proposal should reach the following address: 22 Rue Metellus, Place Boyer, Petion-Ville, Haiti no later than 25 March 2015, 17:00 EST. Receipt time is when the proposal is received by the ARC-Haiti procurement department.
Each applicant is expected to fully inform themselves on all aspects of the Scope of Work and submit its proposal in accordance with instructions provided. Applicants are expected to familiarize themselves with local conditions and take them into account in preparing their proposals.
Issuance of this RFP does not constitute a commitment on the part of ARC to award any contractual agreement. Furthermore, ARC cannot reimburse applicants for costs incurred through participation in the RFP process. Participating in and responding to this RFP is at the risk and expense of the applicant.
