Yemen: International Consultant - Integrated Water Resources Management Specialist

Under the general supervision of the FAO Representative in Yemen and the direct supervision of the Chief Technical Advisor of the project, and in close consultation with Technical Officers from the Land and Water Division (NRL) and the Regional Office for the Near East and North Africa (RNE), the incumbent will be responsible for ensuring high quality of outputs of all matters related to water management and to water used for agricultural production in the four sub-basins of the Sana’a Basin.

In particular, the incumbent will:

• Advise and assist the national IWRM consultant, the NWRA-local branches and the concerned departments of the Ministry of Agriculture and Irrigation in drafting sustainable ten-year strategic and two-year action Integrated Water Resources Development plans; these plans should be climate change resilient. The strategic plans will be presented for sub-basins or wadi whereby the boundaries of each Association are clearly demarcated. The action plans will be specific for each Association. The strategic plans will direct the actions to be taken to achieve the required level of sustainability; for the Sana’a Basin the objective is to reduce groundwater abstraction for agriculture by up to 50 % in the year 2020.
• Assess the quality of the basic data used for developed of the Plans and advise on improving the monitoring network so that water resources assessment can be done regular and at acceptable international standards. The Project will introduce remote sensing analysis on water and crop related issues and these data should also be used by NWRA-Sana’a Branch (SB).
• S/he will have to advice on the most effective modelling tools for NWRA to assess the (ground)-water resources, introduce and assist in training the NWRA staff on using these software packages. Smart communication will be developed as to ensure the Association will be informed regular about the status of the water resources which allows the Association to monitor the progress towards achieving their objective of reduction in groundwater abstraction and others.
• Provide training to the staff of NWRA and Ministry of Agriculture and Irrigation agencies directly involved in the process of preparing the Plans and in monitoring the water resources (sustainable) use.
• Perform other related duties as required.
