Chemonics seeks a senior technical director for an anticipated multiyear USAID environmental policy project in the Democratic Republic of Congo. Activities may include building local organizations’ capacity to sustainably manage natural resources, mitigating logging and other threats to deforestation and biodiversity, addressing poaching and developing sustainable alternative livelihoods, and increasing transnational environmental cooperation through law enforcement in protected conservation areas. The senior technical director is expected to be based in Kinshasa, but candidates must be willing to travel frequently throughout the Congo River Basin. Responsibilities include:

  • Provide leadership, technical direction, and management oversight for all project activities and results
  • Ensure that all project assistance is technically sound and appropriate
  • Directly implement the project’s strategic long-term vision
  • Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officials
  • Work with host country government counterparts at all levels and ensure close collaboration
  • Ensure project compliance with all contractual and administrative requirements, with support from home-office and operations/finance team
  • Participate in regular project evaluations to assess progress and recommend solutions
  • Oversee development of annual work plans, new activity implementation plans, quarterly reports, and other reports as required by USAID
  • Supervise project technical and administrative staff; ensure staff are successfully managing project activities and operations
  • Assume responsibility for adaptive management of project as needed

Qualifications:

  • Master’s degree in international development, environmental policy, natural resources management, or another relevant field
  • At least 10 years of professional experience in natural resources management, biodiversity conservation, environmental policy, or sustainable agriculture as well as complementary experience; experience as the head of on an environmental program preferred
  • Experience working with local governments, civil society organizations, and stakeholders
  • Experience managing an office or program for a donor agency or implementing partner; experience managing USAID-funded programs preferred
  • Proven ability to resolve sensitive and complicated work issues with senior-level country counterparts, donor representatives, and senior-level staff
  • Demonstrated experience with activity design, development, and implementation in developing countries
  • Experience with use of theory of change preferred
  • Experience in Congo River Basin countries preferred; experience in the Democratic Republic of Congo preferred
  • Experience managing staff and activities across multiple offices preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in French preferred
