POSITION ANNOUNCEMENT

Monitoring and Evaluation Director for Dakar-based positions. Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Monitoring and Evaluation Director for a Dakar-based position under the Forestry & Natural Resource Management (FNRM) Unit. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: Monitoring and Evaluation DirectorLOCATION: Dakar, SenegalUNIT: Forestry & Natural Resource ManagementREPORTS TO: Chief of PartyPOSITION SUMMARY Winrock is seeking Monitoring and Evaluation Directorcandidates for an anticipated fishery, biodiversity and livelihoods project in Senegal. Position is contingent upon receipt of donor funding. Specific responsibilities include but are not limited to:
  • Design a Monitoring and Evaluation system to support a large USAID-funded project. This will include defining indicators and setting targets in collaboration with project staff and USAID.
  • Train and manage staff to collect, analyze and verify M&E data, which requires frequent travel.
  • Conduct data verification, analysis, and management;
  • Provide M&E training and support to technical teams;
  • Manage the baseline assessments;
  • Monitor data for results, impact and learning opportunities, and evaluates the results and impact of the program;
  • Prepare M&E data for quarterly reports;
  • Other duties as assigned.
Qualifications:
  • Minimum of Msc. in any relevant field (or equivalent with additional professional experience).
  • Minimum five years of professional experience in monitoring and evaluation.
  • Strong skills in data collection, analysis and management.
  • Demonstrated success managing and entering data into complex databases.
  • Experience working with communities, government entities, and NGOs.
  • USAID experience highly desired.
  • Experience with DevResults system highly desired
  • Experience in the fisheries sector in Senegal is a plus.
  • Fluency in written and oral English and French is required.
