PROGRAM BACKGROUND 

The IMC Yemen team currently implements FSLC programs under an OFDA and ECHO grants in Lahj and Taiz governorates. These programs involve the provision of both emergency food baskets and livestock to affected communities. 


JOB SUMMARY 


The purpose of the Food Security and Livelihoods Coordinator (FSLC) position is to assist in implementing & monitoring of early recovery food security project and designing new food security projects. The FSLC will technically be supervised and supported by the International Medical Corps’ Food Security & Livelihoods Advisor in the Nutrition and Food Security (NFS) Department at HQ. The FSLC will directly report to the Program Director. The post will focus on implementation of the 2017/18 program and training of existing and newly recruited local staff. 


ESSENTIAL DUTIES & RESPONSIBILITIES 

  • To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. 
  • To assist, and train staff in conducting rapid assessment to identify specific operational village and in carrying out food security need assessments 
  • Lead, in conjunction with the International Medical Corps team, the process of beneficiary selection as per the criteria set by the project in collaboration with local administrations’ and community representatives 
  • Assist the International Medical Corps FS team in leading the implementation of the project as per the timeframe, budget and resources set and implement the project within the specified parameters 
  • Actively engage with the International Medical Corps FS team in formation of local committees and community mobilization 
  • In conjunction with the FS team, facilitate and provide community trainings in collaboration with relevant line ministries 
  • Joint planning and provide capacity building activities with nutrition program manager 
  • Maximize the nutritional sensitivity of the project by working closely with nutrition program team. 
  • Provide capacity building and backstopping to field assistants/volunteers involved in the project. 
  • Prepare and submit regular internal reports on all food security/livelihood activities and prepare external reports as per the donor format. 
  • Build capacity of beneficiaries of food security related activities 
  • Provide advice to backyard gardening beneficiaries and conduct scheduled regular visits to their farms 
  • Conduct market assessment and identify potential vendors for voucher fair program 
  • Participate in food security related assessment missions with other stakeholders in the area representing International Medical Corps 
  • Support International Medical Corps in active representation in food security and livelihoods cluster and early recovery coordination meetings 
  • Train the newly hired and existing staff in program implementation and M&E 
  • Work with M&E team to develop monitoring tool and how to ensure reporting to meet donor requirements. 

Qualifications

  • BSc in Agriculture orother relevant field with seven years of field experience in emergency setting or Masters’ Degree with four years field experience required in Agriculture or other relevant field, experience in food security, agriculture, and livelihoods, including experience in early recovery following natural disaster 
  • Anup-to date understanding of food security and livelihood in emergency and early recovery setting. 
  • Familiarity with design and programming processes of different donors 
  • Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collectionand evaluation. 
  • Skills in technical proposal writing, designing and implementing food security programs 
  • Ability to work collaboratively and exhibit tact, diplomacy, and resourcefulness in dealing withhigh level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners. 
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps 
  • International Medical Corps is an active member of the HAP network, all staffare expected to adhere the 6 benchmarks of the HAP standard in the process of completing their work.
