The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards. The Netherlands Red Cross (NLRC) has been supporting the Sudanese Red Crescent Society (SRCS) in Sudan since 1984. The main areas of collaboration are water, sanitation and Hygiene (WASH), Health, Food Security and Livelihoods. The NLRC is specifically supporting SRCS programmes in Kassala State, and has a longstanding relationship with the SRCS State level branch. Within the current Red Cross Red Crescent (RC/RC) Consortium on Climate Change, NLRC will also be the geographical lead for the programme in Kassala. NLRC has a Resilience Unit at HQ (Health, Food Security, Livelihood, WASH, and Disaster Risk Reduction) that supports the teams and partners in the field. NLRC also hosts the Red Cross Red Crescent Climate Centre (RCCC), which provides technical and advisory support for programmes to all partners in the Movement, as well as to other organizations.

Background

“Strengthening Local Communities Resilience to Climate Change (SLCRCC)” Programme falls under priority two "Increasing resilience to climate-related stresses and shocks" of the Global Climate Change Alliance+ (GCCA+) flagship programme which is part of the European Union Global Public Goods and Challenges Programme.

The geographical scope of the programme in Sudan focuses on rural communities and remote areas characterized by high rate of environmental degradation (including desertification, land degradation and drought) coupled with low human development, economic and social indicators. The intervention area’s include North Darfur, Kassala, River Nile and Northern States where rising temperatures, decreasing rainfall, fluctuations in the River Nile, and increased wind speeds have resulted in the occurrence of extreme weather events and conditions which have affected agriculture, livestock, forestry and ecosystems. The main adverse effects have included lower crop yields, reduced livestock production, increased river bank erosion and land degradation:

  • The overall objective of the project is to contribute to the strengthening of local communities' resilience and sustainable livelihoods' to better respond to and cope with climate change
  • The specific objective is to contribute to preventing, combating and reversing desertification through the sustainable management of natural resources

Purpose of the position

As lead for the Red Cross Red Crescent (RC/RC) Consortium for Strengthening Local Communities Resilience to Climate Change (SLCRCC) Programme in Sudan, NLRC takes responsibility for:

  • overall programme management, including quality assurance of implementation, monitoring, financial management, and reporting to the European Union Delegation Sudan.
  • supporting the efficient and effective implementation of the SLCRCC programme, other climate change adaptation measures, overall organizational development and capacity building of Sudanese Red Crescent Society.
  • ensuring adherence to the EU guidelines and special conditions for the SLCRCC Programme by all partners.

The NLRC lead Consortium Programme Manager will therefore:

  • provide overall leadership for SLCRCC programme in Sudan;
  • provide oversight and management of the programme resources;
  • provide necessary guidance and coaching for programme field personnel;
  • Supervise and coordinate RC/RC partners, donors and external stakeholder support, inputs and contributions to the programme.

Position in the organization

The Programme Manager (PM) will be based in Khartoum (field) and reports directly to the NLRC Country Representative for Sudan. The PM will liaise directly with the HQ desk for Sudan, the relevant departments such as Finance, PMER and Technical Advisors at NLRC HQ in The Hague, and the in-country delegates from the consortia-partners.

Summary statement and responsibilities

The Programme Manager (PM) will have overall responsibility of managing the SLCRCC Programme, in close collaboration and coordination with the Sudanese Red Crescent Society’s Programme Coordinator (PC). The PM will be supported by technical and strategic team members of the RC/RC Consortium Partners. S/He will be based in Khartoum but with frequent visits to Kassala and on quarterly basis to the Northern State and River Nile. S/he will be responsible for the day-to-day coordination and supporting overall programme management with the support of the Program Coordination Working Group (PCWG).  Key activities of the SLCRCC Programme include but not limited to climate change vulnerability and natural resource assessment, development and implementation of community-based natural resource management (CBNRM) plans, capacity building of SRCS staff and community volunteers, provision of technical support and programme innovations, monitoring and evaluation as well as multi-sector approaches. The PM will ensure proper coordination of the RC/RC Consortium Partners’ inputs for the thematic areas of the programme. S/He will also provide technical backstopping and guidance, working closely with other programme components and cross cutting areas. The PM is required to assist SRCS in maintaining close coordination with relevant government ministries, agencies and department including other national stakeholders. S/He will also support SRCS in taking the lead on policy dialogue and other national level interventions related to the SLCRCC components and contribute to similar processes for other components. 

Program Management and Technical Leadership

  1. Support the SRCS to Lead the SLCRCC Programme implementation, including design, planning, monitoring and reporting.
  2. Guide/support the SRCS field teams and communities in integrating Climate Adaptation planning into local communities’ natural resource management.
  3. Support local research in climate adaptation and other relevant themes.
  4. Liaise with RC/RC Consortium Partners on climate change adaptation measures externally, sharing lessons and tools and bringing in appropriate approaches to support the programme    
  5. Ensure there is synergy and alignment with other programme component/theme for climate change adaptation.

Monitoring, Evaluation and Reporting

  1. Work with core teams and partners’ staffs on monitoring and evaluation of activities related to the programme outputs and outcomes as required in the programme monitoring plans. 
  2. Support M&E team and partners to analyze/interpret data/information collected from the field and provide recommendations for improving M&E systems and procedures.
  3. Collaborate/Coordinate with SRCS PMER departments and NLRC HQ PME Advisory Unit on PME activities of the programme. 
  4. Take lead with SRCS in gathering and communicating lessons learned and good practices from the programme in climate change adaptation in local communities.

Capacity Development and Team Management  

  1. Support the capacity building of SRCS (and other stakeholders as appropriate) in climate change adaptation as well as gender and diversity. 
  2. Support SRCS to carry out assessment of adaptive capacity of the target communities for climate vulnerability, hazards, and climate uncertainty involving key stakeholders at communities’ levels. (part of NRM training)
  3. Support capacity building of SRCS to understand, document and disseminate knowledge about climate change impacts, vulnerabilities, successful adaptation options and best practices.

Coordination and Networking 

  1. In close coordination and collaboration with NLRCs Country Representative, support SRCS’ in maintaining and coordinating external relations and partnerships with Locality, State and National stakeholders, including relevant line ministries and agencies of government of Sudan and other national stakeholders of the programme.
  2. In close coordination and collaboration with NLRC’s Country Representative, establish and coordinate relations and partnership with the donor (EU Sudan) and other international stakeholders of the programme. 
  3. Coordinate with the NLRC HQ Communication department, Climate Centre and Livelihood Resources Centre for external support in developing climate change adaptation case studies and good practices; to contribute to disseminating programmes results and lessons to wider audiences. 

Support SRCS in engagement in Policy Dialogue 

  1. With SRCS, support the target locality governance structures in review of existing local climate change adaptation policies and strategies to ensure that they become pro-poor, gender responsive, inclusive, and ecosystem-sensitive.
  2. With SRCS, support mainstreaming of climate change adaptation in state sectoral and development policies. Strengthen the organizational capacity/voice of women's groups and marginalized groups, including various ethnic and minority groups on decision making about climate change adaptation and their contribution to climate adaptation measures.
  3. Support SRCS in using the leanings gathered in the programme to help government in its revisions/updates of their commitments in their National Adaptation Plan (NAP).

Requirements/Qualifications

  • Master’s Degree or (equivalent) in natural resource management (NRM), or environmental studies, or related field;
  • At least 5 years of experience in programme design, development and execution and community development related projects in collaboration with governments, humanitarian aid agencies, civil society, and I/NGOs;
  • At least 5 years of proven experience working with European Union (EU) funded projects/programmes;
  • Experience in developing and mainstreaming Gender and Social Inclusion (GESI);
  • Red Cross Red Crescent experience is an asset.

Key competencies

  • Experience in designing and implementing development programme: including community-based natural resource management (CBNRM); rehabilitation and reconstruction of rural communities’ water infrastructures and water resources management;
  • Good knowledge of climate change adaptation, poverty issues and development approaches;
  • Proven knowledge in research and data analysis;
  • Proven skills in policy analysis and discourse;
  • Professional experience and knowledge in gender analysis and programming;
  • Solid understanding of the links between climate change and poverty-related issues;
  • Proven leadership skills, especially with regards to facilitating group decision-making;
  • Experience in staff capacity building and team management;
  • Flexible, adaptable, dynamic and culturally sensitive;
  • Strong interpersonal and team management skills;
  • Excellent communication and reporting skills;
  • Fluency in spoken and written English (Arabic would be an asset).
