Colombia: Deputy Chief of Party

Chemonics seeks a deputy chief of party for the Colombia Carbono Activity. This USAID-funded activity will support Colombia in the implementation of its agriculture, forestry, and other land uses (AFOLU) climate change mitigation goals, while strengthening community-based sustainable development initiatives in the context of a post peace agreement scenario. The Activity will support the sustainable implementation of the existing USAID Bioredd/REDD+ portfolio, deliver tangible and sustainable results on the implementation of a results-based payment system for reduced carbon emissions in strategic high mountain ecosystems, (i.e. páramo, high Andean forest and wetlands) and provide targeted institutional and policy support to the government of Colombia toward achieving its climate change goals in the AFOLU sector.

Responsibilities include:

  • Oversee the technical implementation of Colombia Carbono and provide critical support in an advisory role to the Chief of Party and project teams
  • Ensure that program activities are results-oriented, result in high quality deliverables, and meet relevant reporting requirements
  • Oversee adherence to implementation schedule and work plan, and ensure cohesion across result areas
  • Engage in technical meetings, and maintain positive relationships with USAID, Colombian government officials, and Chemonics implementing partner

Qualifications:

  • Master's degree in natural resource management and policy, forestry, agronomy, hydrology, watershed management or other related fields. 15 years of relevant experience required in lieu of a Master's Degree
  • Minimum 7 years of experience in AFOLU, REDD+, climate change mitigation, results-based payment for environmental services or other relevant technical areas
  • Significant experience working in the AFOLU sector with a specialization in development of REDD+ projects
  • Experience working in the development of market-based value chains
  • Familiarity with monitoring, verification, and reporting of greenhouse gas emissions in the AFOLU sector
  • Experience working with key government agencies including Departamento Nacional de Planeación, Ministerio del Ambiente y Desarrollo Sostenible, Instituto de Hidrología, Meteorología y Estudios Ambientales, etc.
  • Record of engaging local communities and minority groups in REDD+ programs
  • Experience working in post-conflict environments preferred
  • Recent experience working in Colombia, managing complex government or donor-funded projects
  • A proven ability to work collaboratively with USAID or other donors and national and subnational governments and authorities (regional governments, municipalities)
  • Demonstrated leadership, versatility, and integrity​
  • Fluency in Spanish required, English language skills preferred​
