Adam Smith International was selected by the UK Department for International Development (DFID) to implement the second phase of the Presidential Delivery Unit project in Sierra Leone, alongside McKinsey (consortium lead) and the Tony Blair African Governance Initiative. The project is providing technical assistance to both the Sierra Leone President’s Delivery Team (PDT) and to Ministries, Departments and Agencies across seven sectors: education, water, health, social protection, governance, private sector and energy. Support to each of these sectors falls under the President’s post-Ebola recovery strategy, the delivery of which our support is designed to spearhead. The project offers a unique opportunity to have a wide-reaching, long lasting impact on the trajectory of Sierra Leone’s development.

Objective of role:

To support the PDT in ensuring the Ministry of Energy is able to deliver the Presidential Delivery Priorities (this will be done through helping facilitate meetings, working with counterparts in the Ministry to ensure activities are achieved, providing advice on business cases to ensure funding is achieved).

Responsibilities include:

  • Supporting development of the detailed implementation plan
  • Aiding creation of planning and reporting requirements for the programme
  • Implementing the overall programme’s activities together with the Sector Manager
  • Ensuring that an effective monitoring and evaluation framework is in place, enabling day-to-day collection of results
  • Supporting the sub initiatives around off grid, rural electrification and renewables
  • Working with the Ministry staff to ensure plan is being followed and offering input and guidance if there are blockages.
  • Attending the work group meetings where activities are updated, issues raised etc.

Technical requirements:

  • At least 10 years of sector experience with a strong understanding of renewable project development, off grid development and rural electrification planning
  • Worked at the strategic level within government
  • Field experience desirable
  • Managed programme delivery
  • Experience of delivery in post conflict states
  • Experience of capability building in the Energy Sector desirable
  • Sierra Leonean experience beneficial but not critical
