Chemonics seeks a chief of party for the anticipated Colombia Carbono Activity. This USAID-funded activity will support Colombia in the implementation of its agriculture, forestry, and other land uses (AFOLU) climate change mitigation goals, while strengthening community-based sustainable development initiatives in the context of a post peace agreement scenario. The Activity will support the sustainable implementation of the existing USAID Bioredd/REDD+ portfolio, deliver tangible and sustainable results on the implementation of a results-based payment system for reduced carbon emissions in strategic high mountain ecosystems, (i.e. paramo, high Andean forest and wetlands) and provide targeted institutional and policy support to the government of Colombia toward achieving its climate change goals in the AFOLU sector.
Responsibilities include:
- Assure results are being achieved on schedule, resources are being used effectively, staff are performing at a high level, partners are meeting their commitments, USAID regulations are being complied with, and deliverables are of the highest quality
- Take a leadership role in coordinating with USAID, implementing partners, other donors, and key stakeholders
- Successfully work in complex environments and manage diverse teams to deliver results
Qualifications:
- Master's degree in public or business administration, international relations, environmental or natural resource management, or another relevant field. 15 years of relevant experience required in lieu of a Master's degree
- Minimum 10 years of international work experience in AFOLU, REDD+, climate change mitigation, rural development, results-based payment for environmental services or other relevant technical areas, with experience in positions of increasing responsibility
- Recent experience working in Latin America, preferably Colombia, managing complex donor-funded projects. Experience supervising USAID-funded programs preferred
- Knowledge of United Nations Framework Convention on Climate Change (UNFCCC ) and Intergovernmental panel on Climate Change processes, the government of Colombia's climate change mitigation policies and strategies and relevant environmental authorities and agencies, REDD+ project development, and sustainable agricultural value chains
- Experience working in post-conflict environments
- A proven ability to work collaboratively with USAID or other donors and national and sub-national governments and authorities (regional governments, municipalities)
- Demonstrated leadership, versatility, and integrity
- Fluency in English and Spanish required
