DRC: Environment and Climate Change Technical Advisor

ACDI/VOCA is currently seeking an experienced Environment and Climate Change Advisor for the upcoming USAID-funded Kivu Value Chain (Kivu VC) Project. The purpose of the project is to accelerate inclusive economic growth and production in Eastern Democratic Republic of Congo (DRC). This position will be based in Bukavu with moderate-to-frequent visits to project sites. The position is contingent upon ACDI/VOCA being awarded the activity.

Responsibilities:

  • Ensures project activities are environmentally sound by assessing possible environmental and climate change impacts; prepare an environmental assessment and review framework and Initial Environmental Examinations of priority project activities;
  • Lead teams of experts in qualitative and quantitative design of sector-based and country-wide vulnerability assessment methodologies in Africa
  • Implement a continual improvement process (CIP) to identify lessons learned and integrate best practices into future vulnerability assessments
  • Provide robust analysis of cost-cutting opportunities in vulnerability assessments and make recommendations to the Chief of Party (COP)
  • Advise donor and foreign government officials on vulnerability assessment methodologies and adaptation options
  • Ensure activities are environmentally sound by assessing possible environmental and climate change impacts; prepare environmental assessments; review framework and Initial Environmental Examinations of priority project activities; and propose environmental mitigation measures.
  • Provide inputs as required supporting the submission of the Kivu VC Annual Work Plans
  • Develop annual work plans and overseeing the completion of deliverables on these tasks
  • Contribute to the periodic progress reports
  • Support and contribute to grants development for new tasks under the Kivu VC project

Qualifications:

  • Advanced degree in a relevant field; strong experience producing documentation to comply with USAID environmental regulations, experience with development projects and small holder farmers; demonstrated ability to work and coordinate effectively with a wide variety of stakeholders; demonstrated understanding of DRC context; experience producing technical reports and managing data; understanding of quantitative data used for monitoring and reporting.
  • Advanced degree in natural resource management, forestry, agriculture, environmental studies, development studies or other field directly related or relevant to climate change adaptation
  • 8+ years of relevant and progressively responsible work experience in international development demonstrating substantial and in-depth familiarity with climate change resilience and/or adaptation interventions and issues in a sustainable development context
  • Demonstrated understanding of vulnerability assessments and their applied use
  • Experience implementing continual improvement processes (CIP) and leading teams of experts to adopt and implement best practices
  • Demonstrated competence to assess priorities, and concurrently manage a variety of activities effectively to meet deadlines with attention to detail and quality
  • Strong communication stills, with demonstrated verbal, writing and editing skills
  • Fluency in French, written and spoken. English language proficient skills preferred.
