Given the context of chronic food and nutrition insecurity in Chad and recurrence of climate and social shocks, CARE has set itself the objective of establishing quality staffs to strengthen the achievements of these interventions and contribute effectively sustainable and resilience of women and girls in these attendance zones. Since 2013, CARE's activities in the field of strengthening the resilience of populations affected by recurrent food crises in the Sahel belt are becoming more momentum notably in the regions of Wadi Fira and more recently with Lake Boko Haram crisis.CARE is currently implementing projects in the area of ​​Food Security, Livelihoods and Nutrition in these areas, and the recruitment of an expert / Food and Nutritional Security thee aims to adapt our structure with the evolution of our portfolio and in particular in connection with our strategy program.

CARE Canada is currently looking for a / an expert in food security and nutrition for our country office in Chad.

1. Background

CARE International has been present in Chad since 1974 with local populations and refugees in the regions to the center, east, and south of the country and; through its various bases located in Biltine, Gore, Maro and Haraze and its national office in N'Djamena.

In its strategy for 2014-2018 Programme, CARE's interventions in Chad are focused around the three program priorities are: (1) strengthening the resilience of vulnerable women and girls to climate change; (2) the right and Empowerment 'of women and girls; and (3) humanitarian response. The approach to work / role CARE during the period of implementation of this program strategy will be mainly focused on the introduction of new programmatic models conducive to innovation and impact, a closer partnership with organizations, local institutions and civil society, the scaling and advocacy.

2. Position Summary

The Expert (e) Food and Nutrition Security (SAN) will lead to provide technical support to Pillar Programmatic projects Resilience and Adaptation to Climate Change (RACC), particularly in the context of an integrated response to the challenges food and nutrition security, and to enhance in a sustainable manner the resilience of beneficiaries in intervention areas. He or she is responsible for the design and supervision of the implementation of all CARE policies on food and nutrition security.

The expert (s) will be based (e) to Biltine to l`Est Chad, and make frequent trips to the area of ​​intervention of projects Pillar RACC and Ndjamena where he / she will participate in coordination meetings at cluster level food Security, Nutrition and the need to transfer money working Group. He or she will ensure capacity building of CARE staffers and partners in approach and strategy prevention and management of food and nutrition insecurity of target populations.

3. Responsibilities and main tasks

The / The incumbent will support CARE's interventions in the field of climate resilience by providing expertise on food safety and nutrition. Specifically food security expert and nutrition will ensure better integration of food security and nutrition interventions, capacity building and the staffs of the organization in the implementation of nutritional care protocols, capitalization and dissemination good practices in prevention and community management of malnutrition. He or she will support project managers and coordinators of Pillars in the design, implementation and evaluation of interventions in food and nutrition security. He or she has a role to design and support the implementation of strategies / programs in the field of Food Safety, Nutrition; Strengthening the capacity of CARE staffers and partners on strategies and CARE approaches in this area.

4. Specific Tasks

 

4.1 Design and program quality

The incumbent of this position will have the role and specific task of supporting projects and CARE program:

  • The community care malnutrition through the positive deviant approach;
  • The development and implementation of nutritional supplementation strategy for risk groups such as children aged 6-24 months, pregnant and lactating women, the chronically ill, etc .;
  • The development and implementation of the strategy of prevention and fight against micronutrient deficiencies (iodine and iron);
  • The integrated implementation of food security interventions, nutritions and WASH (including the promotion of water hygiene and food, hand washing practices, use of latrines, etc.);
  • Provides capacity building of staff and CARE's beneficiaries on nutrition integration strategy in food security activities and resilience;
  • CARE provides interventions quality implementation of nutrition and food security as well as the assessment of impacts, accumulation and dissemination of good practices in the field.For this purpose, he / she supervises and directs all of CARE Chad interventions in food and nutrition security;
  • CARE provides quality representation in different frames of coordination / consultation (clusters, partnership with the competent technical services of the Government, strategic partnerships with civil society and institutions or research / assessments, learning environment and sharing within CARE International, etc.). 

4.2 Monitoring and Evaluation

  • In collaboration with the responsible monitoring and evaluation / learning and the impact of CARE and coordinator of Pillar RACC, the Expert / e SAN contribute to the establishment of a monitoring and evaluation system and impact measurement consistent and meets the standards for CARE and the protocols and standards of food and nutrition security;
  • In connection with the coordinator of Pillar RACC, he / she will contribute to strengthening capacities staffs of CARE and partners to plan, implement and monitor the performance of food and nutrition security interventions;
  • Ensure sharing with other organizations and members of CARE International on programming methodology and lessons learned (success or failure) for replication or scaling required;
  • Ensure the quality and consistency of reporting to donors for all interventions in food and nutrition security;
  • Support the identification, diagnosis and formulation of new projects in the sector in coordination with the Coordinator of the Pillar RACC;
  • Ensure that all projects implemented in the Food Security and Nutrition Sector contribute to the 2020 CI Strategy, CARE Chad Program Strategy and Global Vision of the Organization. 

4.3 Representation and Coordination

  • Represent CARE and engage in networking and consultation frameworks on food security and nutrition at the local, national and international;
  • Ensure good cooperation with local authorities. 

4.4 Financial and Administrative Management

  • Ensure a balance between the expenses incurred in its sector with the envelope notified by donors in connection with responsible initiatives and coordinator programmatic pillars;
  • Supporting Project Managers and or sub-programs in the budgeting and budget monitoring;
  • Ensure that monitoring systems are in place and exams / project audits are conducted periodically in conjunction with the team, the coordinator of RACC pillar on the ground, local stakeholders and the local implementation of projects implementing partners ;
  • Provide support to projects / initiatives at the level of Heads of Biltine Base;
  • Participate in internal and external coordination frameworks;
  • Ensure that staff are aware of the issues of compliance with donor requirements and the Food Security and Nutrition Sector projects comply with these requirements and the guidelines / CARE procedures;
  • Develop procurement and expenditure plans in collaboration with the heads of projects.

Required

  • Minimum University degree (BAC + 5): Agribusiness; Agricultural Economics, Socio-economics, public health or equivalent experience;
  • additional training in humanitarian action, rural development, food security and nutrition, Climate Change Adaptation;
  • Knowledge and technical experience covering the following areas: malnutrition (prevention and community care, 1,000 days window), IEC, care and breastfeeding practices, positive deviance, protein and micronutrient deficiency, survey protocol, food safety ;
  • Knowledge and experience in community health issues and / or public health;
  • Field experience with other NGOs in SA projects, Nutrition;
  • Minimum of 3 years experience as an expatriate in the management / coordination of a Food and Nutrition Security program;
  • Team management experience;
  • Knowledge of the framework of sustainable livelihoods (livelihoods);
  • work experience in at least one of the countries of the Sahel (Niger, Mali and Chad) particularly in the field of food safety and nutrition;
  • Knowledge of compulsory French, and English;
  • Skills: Adaptability (included security issue), autonomy, organizational and planning skills, initiative and team leadership and team management, communication, educational, analytical ability, synthesis and writing ;
  • Computers: Word, Excel, Power Point, Internet, data processing (SPSS, Sphinx, etc.);
  • Demonstrated competence in leadership and staff management;
  • project cycle management;
  • Diplomacy, rigor and calm;
  • Understanding of the mission and CARE values ​​and commitment to them. 

Desirable: Previous experience in the region (Sahelian band of Chad).
