Existing safeguards in the South China Sea are not enough to prevent tensions spiralling out of control, regional observers have warned as they called for a fresh effort to agree a code of conduct. The strategically important waterway has been a major arena for confrontation between China and the United States, while Beijing is also embroiled in a series of territorial disputes with members of the Association of Southeast Asian Nations – including Vietnam, the Philippines, Malaysia and Brunei – and has been building up its military infrastructure in recent years.
