India/Pakistan: India's Kabul River Dam Support Likely to Unnerve Pakistan

India has announced plans to build the Shahtoot Dam on Afghanistan’s Kabul River, which will help residents of Kabul but is likely to unsettle downstream Pakistan. Subrahmanyam Jaishankar, India’s union minister for external affairs discussed the plans at a virtual conference held to pledge support of the international community for the reconstruction of Afghanistan. While the dam plans are not new, this move is significant because it’s the first time the plans have been pledged at an international conference.
