In the context of AAH emergency response in the Gaza Strip, the main focus of this position is to implement the WASH program with efficiency, quality and relevance and in accordance with the mandate and technical criteria, for an immediate delivery of assistance to the affected communities in Gaza

He/she will participate in and be responsible for different planning, management and coordination activities with various actors: community volunteers, personnel from health authorities, municipal authorities, local and international NGOs, institutional actors of the water and sanitation component, to achieve these main objectives:

  • Collect and update context information
  • Implement emergency activities (NFI, WASH related services) from planning to closing 
  • Rehabilitation, construction and improvement of water, handwashing, showers, drainage and sanitation facilities
  • Coordinate with relevant actors and build AAH’s network to ensure a coherent response and avoid duplication of efforts  

He/she will support the general execution of activities by contributing knowledge and experience to improve the efficiency and effectiveness of the actions. 



Key activities in the role will include

  • Objective 1: Manages the water, sanitation and hygiene components during the stages of the project cycle (identification, design, implementation, and monitoring, reporting and evaluation).
    • Participates in the identification and formulation/reformulation of the water, sanitation and hygiene activities of the program and under the principles of confidentiality and data protection, collects information for the design of the response. 
    • Supervises water truckers’ execution and the construction/rehabilitation works as well as other services, ensuring their compliance with the agreed terms, technical quality, execution on time, and security measures. 
    • He/she ensures that the delivery of works and supplies to right holders is following the required quantity, quality and timing and that right holders have the knowledge to use/maintain and operate them. 
    • Potential emergency WASH interventions include, but are not limited to:
    • distribution of essential materials for household, baby, and family hygiene, accompanied by detailed guidance on proper management and significance
    • collection, treatment, storage, transport and distribution of water.
    • rehabilitation, cleaning and disinfection of wells and boreholes.
    • water quality monitoring and training on treatment and safe storage.
    • construction, rehabilitation and improvement of handwashing, showers, drainage and sanitation facilities.
    • training technicians in the operation and maintenance of water and sanitation infrastructures.
    • Reports in a timely manner to his/her WASH supervisor, proposing solutions to solve difficulties encountered and documents all project actions according to the necessary means of verification.
    • Generates technical reports on the progress of the activities in charge. As soon as possible, informs his/her hierarchical manager of any situation that is hindering or may hinder the proper development of the work, for the timely and joint making of the necessary corrective measures and decisions.
    • Collection of information of interest to the project
  •  Objective 2:  Logistical and administrative management of the WASH activities under his/her charge.
    • Follow the indicators, the purchasing plan, the activities, the schedule and participate in the planning.
    • Places order requests in advance in compliance with mission logistical, administrative, and financial regulations.
    • Supports in identifying suppliers, hiring qualified labor and preparing the necessary technical documents.
    • Archives all means of verification and information (physical and electronic) of the different activities carried out within the project.
    • Schedules, together with the technical team of the project, the weekly execution of activities in coordination with the other technical and support departments. 
    • Delivers the information (physical and electronic) one week before the end of the execution of its part of the project to the coordinator of the component.
  • Objective 3: Coordination with other relevant actors.
    • Establishes the network of contacts and coordination with external actors (local authorities, leaders, other NGOs, volunteers, subcontractors...).
    • Informs AAH Management about the positions of different actors in the field, their response capacities etc. to anticipate joint opportunities of joint response and to avoid duplication.
    • Participates in relevant coordination meetings and represents AAH.
  • Objective 4: Collaboration in security measures. 
    • Transmits in a timely manner all the necessary and complete information to guarantee safety in the areas of action.


Profile

  • Bachelor’s degree in civil engineering or other engineering degree with WASH Background.
  • Knowledge of WASH infrastructure rehabilitation and construction works 
  • At least 3 years’ experience in humanitarian and development programming, strong preference for experience in WASH.
  • Demonstrated experience in project design, planning, and follow up of WASH interventions related to the community infrastructure systems and households’ sanitation.
  • Previous experience in emergencies, including large scale distribution, planning it and execution
  • Experience in working with and coordinating with international and national NGOs.
  • Knowledge of Cluster bodies and coordination mechanisms.
  • Good communication and interpersonal skills.
  • Good reporting skills.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Ability to prioritize and plan 
  • Excellent in reading, writing, and speaking both Arabic and English 
  • MS Word, Excel, PowerPoint, ACAD, Teams and outlook software required.
  • Knowledge in GIS considered a plus
  • Candidates from Gaza / North Gaza are preferred. 
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.



The remuneration package:

  • Contract Length: 5 months 
  • Based: in Gaza
  • Salary: ILS 75,031 gross/ year divided into 12 payments. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.

  • 21 days of annual leaves for a year.
