Oxfam is looking to commission a briefing paper that will investigate existing frameworks, evidence, influencing and programmatic knowledge on the climate change-conflict-gender The paper will collate the growing knowledge on the how climate change and conflict interact, and the gendered impacts of these in select contexts/countries. The paper will be based on a review of relevant academic and grey literature, review of past and ongoing Oxfam programming and influencing and conversations/interviews with select key informants from the Oxfam Confederation and national/regional partners. Findings are expected to generate entry points for Oxfam programming and influencing. 

 A detailed Terms of Reference for the paper and related deliverables is attached. 

The Role:

Oxfam GB seeks a consultant with experience in working on climate change and conflict through a gendered and intersectional lens.

The consultant will collaborate with Oxfam in designing, implementing and producing research aimed at understanding the interaction of climate change, conflict and gender in fragile and conflict-affected contexts. Key deliverables include a research methodology (inception report), a briefing paper with actionable entry points for Oxfam’s programming and influencing efforts, and a policy and practice brief.  

The project is expected to take 20 working days.

Key responsibilities:

  • In collaboration with Oxfam, design and plan research scope and methodology
  • Conduct reviews of academic and grey literature and Oxfam strategies and programming/policy documents to synthesize existing knowledge
  • Lead data collection efforts, including interviews, focus groups (as applicable) with key informants from Oxfam’s programming and influencing teams in select conflict-affected contexts
  • Draft a comprehensive briefing paper outlining the findings and providing Oxfam and partners with actionable programming and influencing strategies and recommendations

Key Deliverables

  1. 4,000 word briefing paper (including executive summary, bibliography and all supplementary materials)
  2. 2-page policy/practice brief

What Oxfam is looking for:

Oxfam is looking for a consultant with the relevant background and experience in programming, research and/or influencing in conflict, climate change and gender rights and justice in fragile and conflict-affected contexts. The ideal candidate will bring a strong relevant research experience and a solid understanding of intersectional, feminist approaches in a climate change and conflict-affected contexts.

An ideal candidate for the role will have:

  • Relevant experience in designing and conducting research in climate or conflict-affected contexts, ideally using a gendered or intersectional approach.
  • Demonstrable experience of leading qualitative research, including document review and analysis and interviews/focus groups
  • Demonstrable communication and writing skills, and ability to extract, analyse, synthesise, and organise broad amounts of information into a briefing paper format.  
  • A commitment to gender equality, social justice and human rights principles (attach Oxfam’s values)

Assignment location & ways of working:

This assignment is home-based. The consultant will have initial and regular ongoing discussions via Zoom/MS Teams with Oxfam GB during the assignment.
