Focus of PIU activities in SYRIA
PIU’s mission in Syria has been open since 2008. PUI develops its integrated approach with infrastructure, WASH, education and livelihoods actions. Furthermore, PUI works on rehabilitating collective and private shelters and infrastructure, on emergency and early recovery WASH interventions, on education support for conflict-affected populations, and on enhancing the self-reliance of Syria's population through livelihoods . Today, the mission is implementing 6 projects.
The Role: Food Security, Nutrition and Livelihood Coordinator
The Food Security, Nutrition and Livelihood Coordinator will be responsible for the development and implementation of the mission's operational FNSL strategy as well as for the quality of current and future FNSL programmes throughout the design, implementation monitoring and evaluation phases. They will build the capacity of the mission’s FNSL department and provide technical support to the project teams and in particular to the FNSL Project Managers in a functional relationship. They will represent PUI to the authorities, humanitarian actors and donors for the FNSL sector.
Responsibilities:
Context analysis / Strategy / Development: Participate in the development of the operational strategy in FNSL and contribute to the design of new relevant FNSL interventions on the mission based on the identified FNSL needs in the country, and in line with PUI FNSL intervention framework, and integrating the principles of market-based programming. In coordination with the FNSL team, monitor FNSL activities in the country and analyse their strengths and weaknesses. Actively participate in the design and implementation of initial FNSL diagnostics.
Programmes quality: Provide technical support in field of expertise to the programme teams, in particular to the FNSL Programme Managers, and ensure the quality and effectiveness of the mission's FNSL programmes.
Representation / Coordination: Ensure PUI's external representation for the FNSL sector to partners, donors, national authorities and local actors. Represent PUI in the FNSL Cluster / FNSL sector coordination group meetings. Contribute to the good information sharing within the FNSL sector.
Human resources / Training: Provide technical support to the project teams and in particular to the FNSL teams. Provide support to the project managers for the recruitment of technical staff in FNSL. Working alongside the Head of Mission (HoM) and/or the Deputy HoM for Programs and the HQ FNSL Advisor, identify key strengths, weaknesses, opportunities and gaps within FNSL department. Supervise the content of FNSL training and the quality of FNSL activities on the basis of identified needs.
Logistics and Administration: Ensure the teams under their responsibility follow logistic and administrative procedures and keep the logistic and administrative departments informed of any relevant developments.
Security: Contribute to the compliance with security rules on the mission and share all information related to security to their line manager and/or to the mission's security manager.
The challenges that await: Visa for Syria/ Approval to move to the field. there is no strategy for the department. Funding for FSL projects
To succeed
- Training: A Master’s degree or equivalent in economics, social science, agronomy, agro-economy, food processing, or a degree in Veterinary medicine.
- Experience: Strengthened by minimum 3 years as a manager of humanitarian projects, strong experience in some of the following topic: economics both at macro and micro level, agricultural, breeding, food assistance programming, cash transfer program, market analysis and market-based approach, resilience support programs. Experience in needs evaluation, in targeting methodologies and/or in international team management will be appreciated. Already worked with Première Urgence Internationale? - Skills: Master of project management; excellent writing skills and a detailed knowledge of institutional donors (OFDA, ECHO, AAP, UN agencies). Data analysis and basic statistic skills will be valued.
- Qualities: Able to work independently and to take responsibility with organization and in a proactive approach. Demonstrate adaptability, a sense of analysis, a great capacity to listen and to negotiate, and good leadership skills. Have a general ability to resist stress, particularly in a changing environment.
- Languages: English is mandatory for this position. Arabic and/or French would be a definite asset.

PUI will offer
- Status : Employé(e) with a Fixed-Term Contract
- Monthly Gross Income : 2 650,00 - 3 130,00 EUR depending on experience in International Solidarity + 50€ per semester of seniority with PUI

- Break Policy : 5 working days at 2, 4, 8 and 10 months + break allowance
