Iraq: Senior Local Expert for Data Collection and Report Writing (Conflict Sensitivity, and Water, Sanitation & Hygiene - WASH)

The Agence Française de Développement (AFD) and the Iraqi authorities have decided to give priority to a water and sanitation project located in the city of Khalidiya, in the Ramadi district, on the edge of the Fallujah district in the western governorate of Al Anbar. This greenfield project would include the construction of a rainwater collection system and a wastewater collection system (near Khaldiya) and a wastewater treatment plant (near Habbaniya) as well as the capacity building of the local branch of the Directorate of Sewerage.
In order to implement the project, the AFD requests external technical support aimed at providing an up-to-date local context analysis of political and socio-economic dynamics and vulnerabilities in the area of intervention of the above-mentioned project. Moving On/IHAO is the partner awarded this assignment (2021-2025).
The technical support aims at improving AFD’s understanding of the context in which the project will be designed, implemented, and managed after its commissioning, and at identifying potential interactions between the context and the project. The technical assistance is expected to help AFD:
- Improve where possible the project design (adapt it to the needs, design ICE components, etc.) and governance framework;
- Update the project risk assessment and design activities that mitigate risks;
- Identify potential tensions and design a conflict-sensitive project using local capacities to mitigate potential tension;
- Maintain a meaningful dialogue with local authorities, representatives, and stakeholders during the project life.
Three main fields of investigation and monitoring are identified: 1/ Conflict Sensitivity, 2/ Communication & Outreach, 3/ Water Sanitation & Hygiene (WASH). Gender is a mainstream approach of the consultant. The Moving ON/IHAO international team is composed of 4 experts covering various issues.
Within the technical assistance contract, the first identified deliverable was the production of a Baseline Context Study (BCP) finalized in October 2021. The findings of the BCP led to re-designing the Moving On/IHAO technical support including the deliverables. It also provided a new road map to set up a monitoring system on conflict sensitivity, WASH, gender, and vulnerability issues. This system will further ensure the participation of the population in the infrastructure project implementation. Mid-year and annual monitoring reports will be produced. The international experts are in charge of drawing the methodology for the data collection (qualitative data through interview guidelines, targeted social groups, number of interviewees, etc.), the analysis of the data collected, and the writing of the final reports (mid-year and annual monitoring reports). The international expert team is also in charge of training the Senior Local Expert on the tools produced for the monitoring of the sanitation infrastructure project and supervising the Senior Local Expert during field visits.
OBJECTIVE OF THE ASSIGNMENT
Moving On and IHAO are in need of a Senior Local Expert (Iraq-based) to support the international expert team to prepare the mid-year and annual monitoring reports. Under the supervision of the international experts, the Senior Local Expert will carry out data collection in the field and contribute to critical analysis on conflict sensitivity, WASH, and gender/vulnerabilities issues during the sanitation infrastructure implementation.
RESPONSIBILITIES OF THE SENIOR LOCAL EXPERT
The Senior Local Expert will be responsible to:
- Contribute to the methodology design for each report to be produced by the international expert team (mid-year and annual year) including by supporting the identification and contact finding of the Key Informants and the social groups to target;
- Organise the meetings prior to and during the field visits - in line with the methodology design;
- Carry out semi-structured interviews with the Key Informants and facilitate the Focused Group Discussions (FGD) in line with the tools developed as part of the methodology design;
- Report to each member of the international expert team on the advancement of the fieldwork during the data collection period;
- Transcribe the semi-structured interviews in line with the transcription format which will be provided by the international expert team;
- Write an analytical report based on the data collected through the semi-structured interviews – in line with the guideline questions developed in the methodology design and the report structure which will be provided by the international expert team.
IHAO will provide note-takers to report on the FGD content and provide specific logistic support.
DELIVERABLES
The Senior Local Expert is expected to:
- Perform field visits every 6 months for a total of 6 visits. The first visit will be undertaken after the contracting of the construction company.
- After each field visit, produce a field report in line with the agreed methodology – 3 mid-year and 3 annual field monitoring reports will be produced.
QUALIFICATIONS
- Advanced degree, preferably postgraduate degree (Master) in social/political sciences, gender/women studies, international development, human rights, or related field;
- Minimum 10 years of experience carrying out studies including data collection (qualitative data collection, methodology design, performing semi-structure interviews and Focused Group Discussions), data analysis, and reporting;
- Strong analytical and research skills, including the ability to extract critical analysis and critical thinking;
- Demonstrated expertise in Conflict Sensitivity Analysis;
- Working experience in Water, Sanitation, and Hygiene, and gender issues;
- Excellent communication skills, both written and oral;
- Good facilitation skills;
- Experience and capacity to work in harsh conditions and insecure environments;
- Able to work independently;
- Fluency in written and spoken Arabic and English.
LEVEL OF EFFORTS
During the project implementation (2021 – 2025) the Senior Local Expert will have to perform 90 days of work (about 30 days per year).
