The recent development in Ukraine might lead between one to three million Ukrainians, out of a population of 44 millions, to try to leave their country in the coming weeks, UN agencies estimate.

ACF as a humanitarian actor has decided to take urgent steps to help Ukraine prepare for the war’s probable humanitarian fall-outs. If war continues – particularly if followed by occupation – tens or hundreds of thousands of people, potentially even more, could be displaced, seeking safety and security in the neighboring countries (Romania, Moldavia, Poland).

In this context ACF will run an exploratory mission in Ukraine and neighboring countries. The assessment team will be first based in Poland. While assessing the needs, we anticipate the recruitment of the team who will take over after the first of evaluation.

This team will be composed of :

  • An Emergency Team Leader
  • A Deputy Country Representative
  • A Logistics Coordinator
  • A Human Resources Coordinator
  • A Wash Coordinator
  • A Food and Security and Livelihood Head of Department
  • A Mental Health and Psychological Support Head of Department
  • A Security Coordinator

All those positions are on recruitment process and may change according to the needs identified. This team might be based in Ukraine or in any neighboring country. Updates will be communicated during the recruitment process.

We are looking for a WASH Program Manager, location Dnipro.

Position and Responsibilities

At the local level, you federate the members of your team around the achievement of a common objective by ensuring the supervision, animation and reinforcement of their capacities. In addition, in accordance with ACF, international standards and national policies, you ensure the implementation of the project in compliance with established procedures and dedicated resources. You will participate in the coordination and representation of the WASH department with partners and other actors in your area of intervention. You also contribute to the analysis of the WASH context of your area of intervention and to the definition of the vision, positioning and strategy of the mission in the related sector.

The main activities will be related to :

  • Suport to internally displaced population in terms of hygiene and sanitation; 
  • Emergency water treatment in affected areas (mobile water treatment plants);
  • Water quality monitoring;
  • Support to water utilities and waste water treatment.

Your Profile

  • Education: you hold a University degree in social anthropology, sociology, psychology.
  • You are an Hygiene promotion, behavior change WASH expert.  
  • You have significant humanitarian experience in hygiene promotion, behavior change, soft components of the WASH project. Experience and/or training in Cash Voucher Assistance would be a plus. 
  • Fluency in English, Ukrainian and/or Russian would be an asset.
