Norwegian People’s Aid is seeking a Senior Advisor for a permanent contract with the Department for Mine Action and Disarmament (DMAD) in Oslo, Norway

Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance. Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South-East Europe and the Middle East. We are also a vocal participant in disarmament debates.

Armed conflicts are linked to climate change and the environment, and the environment is subject to inadequate protection in armed conflict.

Climate change will impact our operations, and at times hamper them. Our sector needs increased understanding of how to relate to climate change and the environment. Our own efforts to remedy the impacts of wars and conflict by clearing Explosive Ordnance have unwanted negative impact on climate and environment that we want to understand, mitigate and minimise.

Do you want to join our professional and committed global team in our mission to protect civilians from explosive weapons with a special focus on climate and environment?

As a senior advisor on climate and environment, you will join the Head Office team in Oslo with frequent travels to programmes and operations. You will be met with high expectations in a dynamic work environment.

You will be leading the development of NPA’s approach to Climate, Conflict and Environment on a policy and operational level and assist our programmes in the efforts of greening of NPA.

In this position your main responsibilities will be:

  • Support our Mine Action and Disarmament programmes in improving standards and practice on environment, including innovation, measuring, documenting and reporting on results
  • Maintain and develop systems for sound environmental management in NPA in an effort to mainstream greener operations in NPA. Ensure relevant capacity development in all parts of DMAD’s portfolio in close coordination with desk advisors, programme colleagues and management team
  • Contribute towards NPA’s ambition to remain mine action sector climate/environment lead
  • Develop our Protection of the Environment in Relation to Armed Conflict (PERAC) platform
  • Analyse and deliver written reports, policies and positions on current standards and suggest improvements
  • Independently and as part of the DMAD policy team influence positions of governments and other stakeholders
  • From an environment/climate perspective, support other policy agendas such as nuclear disarmament and protection of civilians from the use of explosive weapons in populated areas
  • Build and maintain a network of relevant stakeholders in Norway and internationally
  • Contribute to NPA visibility on this topic; and
  • Represent NPA externally in relevant conferences, meetings and manage our climate/environment media engagement

To be successful in this role you must have:

  • At least a Master’s degree in relevant field of study, preferably environment/climate or armed conflict related
  • Technical knowledge of the natural environment and climate change (formal or professional experience)
  • Knowledge of relevant stakeholders
  • Experience in combining disarmament/protection of civilians with and climate/environment work
  • Excellent written and verbal English language skills
  • Experience from working in an international environment
  • Ability to perform in an organised and structured manner within a dynamic and fast-paced working environment

You need to have good communication and cooperation skills and you should be able to represent NPA and our values within the humanitarian sector and international forums. The ideal candidate will also have strong analytical skills and have the ability to implement plans and strategies in our programmes.

We consider it an advantage if you also have:

  • Knowledge about NPA and Mine Action sector experience
  • Knowledge of standards for protecting the environment in armed conflict, including legal provisions
  • Programme/project management experience
  • Norwegian language skills, as NPA's procedural language in HO is Norwegian
  • Knowledge of a third language

Salary step 50-55: 574 394 - 630 394 NOK depending on your education and relevant experience.

Start-date by 01.07.2022.
