Geres is an international development NGO that works to improve living conditions and fight against climate change and its impacts. As a player in the field, the energy transition is a major lever for its action. For ambitious societal change, Geres encourages the development and dissemination of innovative and local solutions, it supports regional climate-energy policies and it mobilizes all players around Climate Solidarity by encouraging them to act and support the most vulnerable. Geres, in consortium with Hystra and Entrepreneurs du Monde, will initiate the implementation of the “Bois Energie Sahel” project in Burkina Faso, Mali and Niger. This project follows a technical assistance action to Co-Water for the construction of an Electrified Activity Zone in Daman, managed from the head office, and represents the first sustainable establishment of Geres in Burkina Faso. Mission and activities of the post Under the supervision of the West Africa Regional Director, the BES Project Manager / Burkina Faso Country Representative is responsible for: 

  • As Project Manager of the Bois Energie Sahel project, to ensure the relevance and achievement of project objectives through good management of the project cycle, efficient financial management, the implementation of appropriate project partnerships and the perspective definition. The project manager will ensure the initial set-up of the team and partnerships, as well as the launch of activities in the 3 countries. He/she will work closely with experts from Geres expertise (GEX) and the Geres West Africa regional team, in particular the Biomass Energy manager.
  • As a country representative, manage the local structure of Geres in Burkina Faso being created, ensure the local representation of Geres in Burkina Faso, identify and co-construct the axes of the country strategy.
 Main activities of the position As BES Project Manager: 1. Manage the project cycle: ·        Plan, coordinate and monitor activities in connection with the project team and partners·        Coordinate the monitoring and evaluation process, in particular by developing methods, project monitoring/evaluation tools and studies to measure the results and impacts of the project·        Manage the difficulties encountered in the implementation and put in place the necessary corrective measures in consultation with the stakeholders (in particular the partners and the beneficiaries)·        Organize and supervise the use of external service providers, internal support missions·        Collect the necessary information from the teams and write the internal and external reporting documents·        Organize the archiving, sharing system and ensure the knowledge management of the project·        Ensure ownership and capacity building of the project team on the entire project cycle management 2. Manage project partnerships 
  • Contribute to the definition of project partnerships in conjunction with the West Africa Regional Director and the Quality Department
  • Ensure the monitoring and evaluation of the partnership
  • Animate partnership relations and mobilize the Regional Director on strategic stages (contractualization, partnership review, crises).
 3. Supervise the administrative, logistical and financial management of the project 
  • Develop and/or guarantee a framework of operation and responsibilities between stakeholders in compliance with the rules of financial partners
  • Communicate to teams and ensure compliance with logistical, administrative and financial procedures
  • Actively participate in co-funding efforts
  • Report to the Administrative and Financial Manager and to the SAF within the given schedule
 4. Manage and lead the project team: 
  • Plan and prioritize team activity
  • Coordinate and animate the team around the objectives of the project
  • Ensure hierarchical management (recruitment, training, working time, evaluation, etc.)
  • Develop skills and support the evolution of team members
  • Ensure the well-being of the team and the working conditions
 5. Ensure communication and external representation at project level: 
  • Ensure the visibility of the activities implemented in accordance with the communication rules of the financial partners and in line with the recommendations of the head office communication department
  • Represent Geres with project partners/institutions/beneficiaries/interlocutors**As Country Representative Burkina Faso:**
 6. Participate in the definition and animation of the Country strategy in line with the West Africa regional strategy: 
  • Identify the axes of the country strategy in consultation with the local team and share them with the entire GAO team in order to formalize the country strategy
  • Communicate strategy to all teams and stakeholders
  • Evaluate, update or even redirect this strategy if necessary
 7. Develop the project portfolio in line with the country strategy: 
  • Carry out prospecting and develop knowledge of the field beyond the areas of intervention in the Country
  • Identify funding opportunities
  • Identify partnership opportunities to be able to prepare project intentions upstream of calls for tenders
  • Organize the drafting of technical and financial proposals within its national scope, in connection with the process and the commitment thresholds in close collaboration with the Program Managers and the headquarters
 8. Represent Geres locally, manage partnerships and supervise the management of the local branch 
  • Represent Geres with stakeholders (steering committees, conferences, etc.) by ensuring regular communication with institutional players and integrating relevant networks
  • Manage partnerships: manage the establishment of agreements and contracts, ensure contractual commitments, develop new partnerships
  • Ensure local representation of Geres with partners and other institutions beyond the scope of the BES project. This time is particularly dedicated to prospecting and setting up new projects.
  • Coordinate the good management of the antenna at the level of HR, logistics, administration and finance, in particular by ensuring compliance with procedures and local legislation.
  • Recruit and supervise local human resources and, when the time comes, coordinate their actions on the various projects
 9. Ensure security management at the Country level 
  • Analyze the context, actors and incidents
  • Follow the evolution of the contexts of intervention
  • Maintain the required security documents and distribute them to his team
  • Ensure compliance with the safety rules in force in the country

 Required profile Training and experience 
  • Minimum experience of 3 years in development project management required
  • Significant experience in the field of sustainable development, energy transition would be a plus
  • Proven experience of representation with local authorities, at national or local level (region, municipalities) required
  • Experience of starting activities in a new country would be a plus

Mission and activities of the post
Under the supervision of the West Africa Regional Director, the BES Project Manager / Burkina Faso Country Representative is responsible for:
•As Project Manager of the Bois Energie Sahel project, to ensure the relevance and achievement of project objectives through good management of the project cycle, efficient financial management, the implementation of appropriate project partnerships and the perspective definition. The project manager will ensure the initial set-up of the team and partnerships, as well as the launch of activities in the 3 countries. He/she will work closely with experts from Geres expertise (GEX) and the Geres West Africa regional team, in particular the Biomass Energy manager.•As a country representative, manage the local structure of Geres in Burkina Faso being created, ensure the local representation of Geres in Burkina Faso, identify and co-construct the axes of the country strategy.
Main activities of the position
