The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with the World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessments and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.
Technical Focus
The Forced Migration Consultant will provide programme, policy and partnership support in relation to FAO’s Emergency and Resilience Programming, with a focus on forced migration/displacement contexts (including conflict-sensitive and peace-responsive approaches). Such support with include provision of technical guidance and support to country and decentralised offices, with a focus on food crisis countries, in accordance with the Global Report on Food Crisis.
Tasks and responsibilities
- Provide support on matters related to forced displacement related programming (including on conflict-sensitive and peace-responsive approaches), incorporating technical support to country and decentralised offices;
- Support the development of guidance tools and approaches with regard to forced displacement and social cohesion related data collection and analysis, including the adaptation of country-level data collection tools and MEAL systems;
- Support the preparation of policy briefs, talking points, advocacy documents, forced displacement/forced migration related policy inputs for various policy fora and global dialogues, including providing relevant desk research to support the development of FAO policy on forced displacement;
- Draft and research material to contribute to publications and advocacy/communications material on forced displacement, including joint publications with key UN partners;
- Provide support to FAO Liaison Offices in Geneva and New York, with regard to strategic engagement on forced displacement policy and programming, including support to key global processes;
- Support engagement with country offices on conflict sensitivity programme clinics and technical support in project development in forced displacement related/emergency and resilience programming contexts;
- Support FAO strategic engagement in climate change/displacement/migration forums, particularly in regard to the intersection between forced displacement and climate security, in coordination with other OER teams and divisions within FAO;
- Support development and coordination of joint capacity building efforts of FAO personnel in areas relevant to forced displacement-related programming and protection of at-risk populations.
Candidates will be assessed against the following
Minimum Requirements
- University degree in one or more of the following: International Relations, International Development, Social or Political Sciences, Law, Refugee, Forced Migration, Conflict or Human Security Studies;
- At least 1 year (Category C) or 5 years (Category B) of relevant experience in emergency/resilience programming and policy in forced displacement/migration contexts, including work experience with national and international NGO’s, UN agencies, governments, donors;
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
Technical/Functional Skills
- Work experience in more than one location or area of work, preferably including field experience in forced displacement or fragile and conflict affected contexts;
- Extent and relevance of experience in forced displacement/migration programming/project implementation and policy;
- Familiarity with key humanitarian/refugee coordination and response mechanisms;
- Experience in project/programme development and project cycle management;
- Experience in qualitative and quantitative data collection in displacement/migration contexts is an asset.
