The international development paradigm has changed with the adoption of the Agenda 2030. This new paradigm is reflected today in Belgian international development policy, which therefore has new emphasis.

This paradigm shift leads Enabel to have to invest in new themes. 

Regional climate trends show an overall rise in temperature, more frequent and intense droughts, increasing precipitation and more frequent flooding. These phenomena have a negative impact on the livelihoods of the Nigerien population. Thus, repeated droughts and climate variability have led farmers to develop extensive production systems by clearing existing forest areas and encroaching on pastoral ranges. At the same time, the disappearance of the grass cover used as fodder and water points during the dry seasons has led breeders to increase their harvest from the ligneous plants to feed their animals.

Faced with this situation of scarce resources, it is not uncommon for conflicts to erupt between farmers and herders, having to share, if only momentarily, the same space and the same resources. Also, although pastoral spaces are the subject of restoration projects, the absence of consultation mechanisms between the different users and the absence of control mechanisms and the development of resources prevent a lasting impact on the regeneration of the land. natural resources.

Main tasks :

You are responsible for improving the governance of natural resources through participatory planning and use of land and water resources, access to natural resources and security of tenure;

  • You specifically play the role of catalyst, facilitator and animator of the various activities carried out within the framework of the achievement of the objectives related to the improvement of the governance of natural resources.
  • You are responsible for everything related to social engineering.
  • You ensure the proper start-up and follow-up of activities carried out in support and collaboration with local partners.
  • You take care to integrate the results of recent studies and analyzes (zoning plans, IWRM plans, communal development plans) in the implementation of the project (activities, strategies, etc.) and to ensure their popularization and dissemination;
  • You ensure consistency with the regional, Mali, Burkina and Senegal components of the climate portfolio in connection with the theme of the governance of natural resources and social engineering.
  • You are of Nigerian nationality

Required training level

  • You have a Master's degree (Bac +5) in agronomy, natural resource management, social sciences

Required experiences

  • Relevant experience in rural development cooperation projects / programs of at least 5 years;
  • You have relevant experiences in social engineering and local governance, governance of natural resources and land governance;
  • V ou have good knowledge networks related to local governance and governance of natural resources in Niger;
  • You have skills in knowledge management and capitalization;
  • You are able to move in difficult areas (including a motorbike).

  • You have a great capacity for listening and dialogue, good interpersonal skills;
  • You have a good capacity for planning, organization, management and proactive attitude;

  • You master the agroecological context of the intervention area;
  • You master the computer tool;
  • You have excellent knowledge of the French language, and excellent writing skills in French;
  • Fluency in one or more national languages ​​spoken in the intervention areas is an asset;
